Integrating nascent organisations. On the settlement of the European External Action Service

This study shows how the EU’s new Common Foreign and Security policy (CFSP) administration – the European External Action Service (EEAS) – experienced early organisational settlement. We find that the EEAS acts relatively independently from member-state governments, suggesting administrative autonomy. It is also relatively integrated into the Commission structure, suggesting inter-institutional integration of sub-units in the two institutions. Important lessons can be learned. Integrating the Compliance Function into the Legal Department

This chapter addresses a governance issue: whether it is permissible under the insurance supervisory regime of Solvency II for an insurance undertaking to merge its compliance function with its legal department. The Solvency II provisions in fact do not address the legal department of an insurance undertaking. But the tasks and powers of a legal department are in part the same as those of the compliance function under art. 46, para. 1 of the Solvency II Directive. The research is dedicated to the problem of mutual dependence in space policies between the West, represented by great spacefaring actors the US and the EU, and Russia. In the study the correlation analysis, content analysis, and scenario-building methods were used. The conclusion of the analysis comprises consideration on the need to invest in their independence by Western countries in order to avoid unnecessary extra dependence on uncertain and unreliable regimes that supply substantial components for their space technology.

International audience; This paper addresses the possible problem related to using strictly spatial modelling techniques for spatial data poole d over time. For these data, such as real estate, the spatial dimension is present, but subject to constraints related to temporal dimension. Three empirical examples are presented to investigate the impact of neglecting the temporal dimension in spatial analysis and to show how such an approach overestimates the pattern of spatial dependence, and overestimates the spatial autoregressive coefficient estimated. Interaction of UO2(2+) with ATP in aqueous ionic media.

Interaction of dioxouranium(VI) (uranyl) ion with ATP was studied by ligand/proton and metal/hydroxide displacement technique, at very low ionic strength and at I=0.15 mol L(-1), in aqueous Me4NCl and NaCl solutions, at t=25 degrees C. Measurements were carried out in the pH range 3-8.5, before the formation of precipitate. Computer analysis allowed us to find the quite stable species UO2(ATP)H2(0), UO2(ATP)H-, UO2(ATP)2-, UO2(ATP)2(6-), UO2(ATP)2H2(4-) and UO2(ATP)(OH)3- whose formation constants are (at I=0 mol L(-1)) logbeta(112)=18.21, logbeta(111)=14.70, logbeta(110)=9.14, logbeta(120)=12.84, logbeta(122)=24.82, and logbeta(11-1)=2.09, respectively. In patients with mild chronic obstructive pulmonary disease (COPD), the effect of deep inspirations (DIs) to reverse methacholine-induced bronchoconstriction is largely attenuated. In this study, we tested the hypothesis that the effectiveness of DI is reduced with increasing disease severity and that this is associated with a reduction in the ability of DI to distend the airways. Fifteen subjects [Global Initiative for Chronic Obstructive Lung Disease (GOLD) stage I–II: n = 7; GOLD stage III–IV: n = 8] underwent methacholine bronchoprovocation in the absence of DI, followed by DI. A growing body of literature has explored the impact of ethnic fractionalisation on long-term development outcomes. This chapter explores the way ethnic identities relate to the dynamics of exclusion by focusing on attitudes towards a multi-ethnic state and ethnically mixed living in post-independence Kosovo. This study is based on a survey (face-to-face interviews) of 1,367 respondents carried out in Kosovo 4 months after it proclaimed independence. Abstract A technique (Cox and Wermuth, 1992) is reviewed for finding linear combinations of a set of response variables having special relations of linear conditional independence with a set of explanatory variables. A theorem in linear algebra is used both to examine conditions in which the derived variables take a specially simple form and lead to reduced computations. Examples are discussed of medical and psychological investigations in which the method has aided interpretation.
