The aim of this article is to show public diplomacy using the example of the European Union, which by its very nature is perceived as an actor with a natural potential to conduct public diplomacy. In a more detailed perspective, the analysis concerns EU public diplomacy towards the states of the Eastern Partnership, which is both an addressee of its objectives and a catalyst for its difficulties and constraints. In this article, we scrutinize the use and institutionalization of the concept of ‘dialogue’ in the cultural politics of the European Union. Our focus is on how dialogue is understood in the context of the European Union’s flagship heritage action, the European Heritage Label, that aims to strengthen citizens’ sense of belonging to the Union. An important element in historical research is analysis of the diplomatic reports from the Old Commonwealth. They show the history of the state as well as its internal and foreign politics from another historical perspective. In 1700 the Great Northern War broke out and changed the political system in Middle and Eastern Europe for decades to come. The evens were of interest for diplomats from foreign courts. One of them was Philip Plantamour, a secretary to ambassador George Stepney in Berlin. He sent his reports to the British Isles. In the second half of the seventeenth century, French diplomacy dominated Europe, including the Polish-Lithuanian state and its most important aristocratic families. The reports of French diplomats described their encounters with the most eminent families of the Grand Duchy of Lithuania: the Sapiehas and Radziwiłłs (the most powerful), the Pacs, Wiśniowieckis and Ogińskis. Through them, Versailles sought to implement its policy in the Polish-Lithuanian state, and win these allies through (usually honoured) promises of money.
