Statistical methods for adaptive river basin management and monitoring

Decision-making at different phases of adaptive river basin management planning rely largely on the information that is gained through environmental monitoring. The aim of this thesis was to develop and test statistical assessment tools presumed to be particularly useful for evaluating existing monitoring designs, converting monitoring data into management information and quantifying uncertainties. Implementation of Directive 2004/38 by the Member States has been far from satisfactory and the Commission has deplored the fact that not a single Member State had been able to implement the Directive correctly. Directive local color transfer based on dynamic look-up table

Abstract Color transfer in image processing usually suffers from misleading color mapping and loss of details. This paper presents a novel directive local color transfer method based on dynamic look-up table (D-DLT) to solve these problems in two steps. First, a directive mapping between the source and the reference image is established based on the salient detection and the color clusters to obtain directive color transfer intention. Compliance and non-compliance with a superordinate directive document

Published version of an article in the journal: Public Organization Review. Also available from the publisher at: http://dx.doi.org/10.1007/s11115-012-0206-7 We report a study of how a Norwegian regional health care agency directive document was complied with at the subordinate hospital level. We found tight coupling for the activity and budget requirements and loose coupling and decoupling for the other requirements in the document. Furthermore, rather than pursuing their own self- and group interests the hospital actors held an overall effectiveness logic.
