The paper deals with the structural vagueness of the legal measures enacted by the Italian legislator to manage the Covid-19 pandemic. Can we demand more certain norms? Is personal liberty taken in due account by the legislator? Starting from these and similar questions, the paper proposes a reconstruction of the law and of the underlying legal ideology of contemporary constitutional States. Unlike the modern State, which was characterized by the authority principle and the value of legal certainty, the contemporary constitutional State seems to be willing to sacrifice authority and certainty on the altar of more justice and flexibility.
Discretionary Fiscal Policies over the Cycle: New Evidence Based on the ESCB Disaggregated Approach

This paper explores how discretionary fiscal policies on the revenue side of the government budget have reacted to economic fluctuations in European Union countries. For this purpose, it uses data on legislated revenue changes and structural indicators provided twice per year by National Central Banks of European Union countries in the ESCB framework for analysing fiscal policy. The analysis is based on the estimation of fiscal policy rules linking these measures of legislated fiscal policy changes to the output gap and other control variables. Behind the curtain of international diversification: An agency theory perspective

This paper dissects the antecedents of international diversification through the lens of the agency cost of free cash flow arguments. It explores whether the partial convergence of interests among managers, majority shareholders, and minority shareholders affects a firm's choice to diversify internationally. Using a sample panel of 60 Italian firms evaluated longitudinally from 2004 to 2014, the study tests whether a firm's international diversification is affected by its free cash flow (as the ultimate source of managerial discretion) and debt (as the main constraint to managerial discretion), especially in firm contexts that exacerbate agency problems. Purpose Fruit and vegetable intake (FV) is insufficient in industrialized nations and there is excess of discretionary food choices (DC; foods high in fat, sugar, and salt). Long-haul truck drivers are considered a particularly at-risk group given the limited food choices and normatively reinforced eating habits at truck rest-stops. Self-efficacy and normative support are key determinants of eating behavior yet the processes underlying their effects on behavior are not well understood. El presente artículo estudia los métodos de iniciación a la viola más utilizados entre el profesorado de las Enseñanzas Elementales de la provincia de Valencia. Participan en el estudio 26 profesores de 21 conservatorios públicos. El instrumento de recogida de la información ha sido el cuestionario diseñado según criterios basados en la sencillez, precisión y concreción de los 32 ítems que lo componen y la discreción y preservación del anonimato en el manejo de la información recabada. La metodología de la investigación ha sido mixta.
