A study on recovering the cloud top-height from infra-red video sequences
2004
In this paper we present some preliminary results on an opticalfow based technique aimed at recovering the cloud-top height from infra-red image sequences. The recovery of the cloud-top height from satellite infra-red images is an important topic in meteorological studies, and is traditionally based on the analysis of the temperature maps. In this work we explore the feasibility for this problem of a technique based on a robust multi-resolution opticalfow algorithm. The robustness is achieved adopting a Least Median of Squares paradigm. The algorithm has been tested on semi-synthetic data (i.e. real data that have been synthetically warped in order to have a reliable ground truth for the mo…
L'équité : un fil rouge des politiques éducatives nationales
2014
This paper aims to cover some at least of the most significant dimensions that can help document, based on a sampling of countries, the issues surrounding equity and children's right to attend school, to stay in school long enough and to receive appropriate education services to ensure access to adult life with the basic knowledge and skills that will give them a chance at a decent economic and social life. Above and beyond its quantitative observations, this analysis identifies connections with various active or passive education policies found in national education systems. Additionally,to the extent that they provide a better understanding of the situation and point out stumbling blocks …
Space-time analysis of GDP disparities among European regions : a Markov chains approach
2004
The purpose of this paper is to study the evolution of the disparities between 138 European regions over the 1980-1995 period. We characterize the regional per capita GDP cross-sectional distribution by means of nonparametric estimations of density functions and we model the growth process as a first-order stationary Markov chain. Spatial effects are then introduced within the Markov chain framework using regional conditioning (Quah, 1996b) and spatial Markov chains (Rey, 2001). The results of the analysis indicate the persistence of regional disparities, a progressive bias toward a poverty trap and the importance of geography to explain the convergence process.

Reversal of Gender Disparity in Journalism Education- Study of Ghana Institute of Journalism
2017
Journalism has practically become a feminine profession across the world. To understand the root of the flow of women into the Journalism profession it is pertinent to begin at the university education level. Gallagher’s 1992 worldwide survey of female students in 83 journalism institutions reveals a significant increase in number of female students. Djerf-Pierre (2007) and others argue along Bourdieu’s conception of education as a form of social capital which empowers, enables and enhances women’s competitiveness in a pre-dominantly androgynous social arena. The study analyses 16 years of enrolment data of the Academic Affairs Unit of the Ghana Institute of Journalism (GIJ), a leading Jour…
RESOLVING AMBIGUITIES IN ORIENTATION, MOTION, AND DEPTH DOMAINS
1992
Three different perceptual systems—orientation, motion, and depth—can recover a global perceptual organization from spatially correlated random multielement patterns. In all three cases the global structure composed of random elements is evaluated by mechanisms performing measurements in the energy domain within appropriately defined local space—time areas. The selective increase in energy of one fraction of the elements may dramatically change the whole perceptual organization of the stimulus. In specially devised patterns one and the same element can belong to two or more separate perceptual organizations, the perceptual salience of one of which can be reinforced by a luminance increment…
Information System Development Methodologies
2000
This paper provides preliminary results of INDEHELA-M, a joint Finnish-Nigerian project undertaken by a prominent Nigerian software development company. The main objectives of the project are to produce empirical information and understanding of the practice and problems of information systems development (ISD) in Nigeria, and to facilitate Nigerian ISD practitioners by improved methods, techniques, practices, and education, according to their needs. Gender participation in ISD was also introduced to study the methodologies employed in ISD projects and the effect (if any) on gender participation and/or access to information technology and create gender balance awareness in Software Developm…
Color difference threshold of chromostereopsis induced by flat display emission
2015
The study of chromostereopsis has gained attention in the backdrop of the use of computer displays in daily life. In this context, we analyze the illusory depth sense using planar color images presented on a computer screen. We determine the color difference threshold required to induce an illusory sense of depth psychometrically using a constant stimuli paradigm. Isoluminant stimuli are presented on a computer screen, which stimuli are aligned along the blue–red line in the computer display CIE xyY color space. Stereo disparity is generated by increasing the color difference between the central and surrounding areas of the stimuli with both areas consisting of random dots on a black backgr…
The Usage of Quadtree in Deep Neural Networks to Represent Data For Navigation From a Monocular Camera
2022
Depth acquisition represents a key element for navigation tasks. It is, therefore, one of the major research topics in computer vision. Many approaches have been developed to address this problem by constructing the depth from series of images. However, there is a minimal case proposing a prediction from a single image, made possible with the emergence of deep learning approaches. The latter makes it possible to consider a reduction in both hardware and computing time costs, which is beneficial for embedded systems. However, network architecture remains a heavy process requiring a lot of GPU memory. Few approaches have proposed addressing this problem by developing lightweight architectures…
