During his first two years in power Duterte has become the protagonist and exemplar of a key new development – the social formation of a regime of authoritarian populism. Kopš Rodrigo Dutertes nākšanas pie varas, Filipīnās tiek īstenots “narkotiku karš”, ar mērķi padarīt Filipīnas brīvas no nelegālajām narkotikām. Šī Dutertes narkotiku kara rezultātā ir gājuši bojā desmitiem tūkstošu cilvēku, un vairāki simti tūkstoši ir arestēti, šobrīd padarot Filipīnu cietumus par pārpildītākajam cietumiem pasaulē. Bet nelegālās narkotikas vēl joprojām ir viegli nopērkamas jebkur Filipīnās, un Dutertes “mērķis attaisno līdzekļus” pieeja narkotiku problēmas atrisināšanai padara par nežēlīgu, un galvenais – neefektīvu.
