In this chapter, previous literature concerning school bullying and workplace harassment is reviewed from a communication perspective. The chapter details the seriousness and extensiveness of bullying, among both children at school and adults at work. In recent years the problems of the indebtedness of the communist countries have been driven somewhat into the background by the high foreign indebtedness of many developing countries and the attention attracted by the balance of payments crises in Brazil and Mexico. Yet there are many indications that the need for the socialist debtor nations to adjust their balance of payments policy has not lessened but, to a large extent, simply been deferred. It is therefore not unlikely that the 1980s will witness a new need to solve the problems of those nations and their creditors in the West.

The rising burden of non-communicable diseases (NCDs) challenges the public health sector to develop, support and implement effective interventions to reduce this global epidemic. The United Nations has responded with a global action plan that includes goals and voluntary targets for the prevention and control of NCDs. However, setting goals is not enough. To achieve meaningful outcomes, governments must act and invest to improve key enabling capacities. This article examines the effects of government policy on entry restriction for firms within a specific market of the Spanish gambling industry. Spain is an ideal economic region for studying this topic, as it allows for the analysis of quasi-identical populations exposed to different regulatory regimes. In Spain, gaming legislation is determined at the autonomous community level (state level), where differences across states within a single country are of particular interest.
