Abstract Welfare policy is at present increasingly tied both to market forces and to primary social networks. This process splits society into two camps. One‐fifth of the population is segregated from the rest in its dependence on the welfare system, which is in turn dependent on a diminishing portion of the economy and required to rationalize itself in terms of market forces. The aim of the paper is to analyse the factors influencing the citizen participation in activities of local governments in relation to quality of life in Latvia. The use of the CLEAR model, elaborated by a group of British researchers under guidance of Gerry Stoker, shows the possibilities of participation and engagement of citizens based on theoretical aspects. The increase in the average age of the population in Western societies is a reality that defines new parameters of coexistence as well as new social demands. In the case of the elderly, the services guarantee not only the care, in particular to the dependents, but also the company (loneliness). This article analyses the location and accessibility to these services, specifically day centres, municipal centres of activity and residences, in the city of Valencia, which is also of great interest for planning and public management. Rather than having a consistent food policy, countries often tend to regulate food from the margins of other policy domains such as agricultural, environmental, welfare or educational policies. Regulatory interventions perceive food as an instrument rather than a domain with its own specific set of policy issues and view food provision as an activity to achieve certain economic, social and environmental objectives.
