Determinants of Sub-Sovereign Government Ratings In Europe

The aim of this paper is to identify the determinantsof the rating assigned to sub-sovereignentities in Germany, Austria, Belgium, France,Italy and Spain, using a total of 92 territorial entitiesfor the 1989-2012 period. Multinomial orderedprobit estimation models were estimatedfor each specifi cation and agency.We conclude that the country’s rating is oneof the most important determinants of regionalgovernment’s ratings with a positive infl uence(as expected), and that the country debt/GDPratio is a stronger determinant for regions thantheir own indebtedness with a negative sign.Other relevant variables are population growthrate, unemployment rate, elderly people weight,regional public exp…

The literature on the Ghent system has focused on the link between voluntary unemployment insurance and union membership in terms of industrial relations. Less attention has been paid to unemployment benefits and employees' decision-making concerning unemployment insurance, even though the core function of the Ghent system is to provide unemployment insurance. This article aims at offering a better understanding of the discussion in relation to the individualisation of the employment relationship based on the competency model. Our starting point is the idea that firms use a diversity of procedures to obtain the competencies they need. Based on a survey of five Portuguese banks, this article shows that firms use policies of incitation in order to make workers to mobilise the right competencies : in this respect, earning policies appear to be the mean of resolving problems of coordination. SUMMARY The German author Heinrich Ludwig Lambert Gall (1794-1863) who is characterized as socialist by the authors of histories of economic thought proposed a policy for full employment, based on the multiplier-principle and public expenditures financed by taxes, since 1822. Not Rodbertus but Gall was the first one describing the multiplier scheme. The interpretation of Gall's publications shows his important ideas about interventionism similar to the modern theory of full employment and the activity of the state.
Polarization and suburbanisation in Warsaw

The economic transition in Poland leads to a restructuration of economic activities which affects spatial patterns of cities, especially in Warsaw. Analyzing the location and re-location of population and employment in Poland’s capital allows to enlarge the debate on the suburbanization forms to the Central and Oriental European Countries. The results support the fact that the city center is still largely the most important district in terms of population andemployment, so that in 1999 the city keeps a strong monocentric character.
