Determinants of Sub-Sovereign Government Ratings In Europe

The aim of this paper is to identify the determinantsof the rating assigned to sub-sovereignentities in Germany, Austria, Belgium, France,Italy and Spain, using a total of 92 territorial entitiesfor the 1989-2012 period. Multinomial orderedprobit estimation models were estimatedfor each specifi cation and agency.We conclude that the country’s rating is oneof the most important determinants of regionalgovernment’s ratings with a positive infl uence(as expected), and that the country debt/GDPratio is a stronger determinant for regions thantheir own indebtedness with a negative sign.Other relevant variables are population growthrate, unemployment rate, elderly people weight,regional public exp…

Development of an earth observation processing chain for crop bio-physical parameters at local scale

In particular, we focus on the Leaf Area Index (LAI) as an essential climate variable required for the monitoring and modeling of land surfaces at local scale. Abstract Earth observation from satellites poses challenging problems where machine learning is being widely adopted as a key player. Perhaps the most challenging scenario that we are facing nowadays is to provide accurate estimates of particular variables of interest characterizing the Earth's surface. This chapter introduces some recent advances in statistical bio-geophysical parameter retrieval from satellite data. Climatic Characterization and Phenology of Local Peach Genotypes in the Udzungwa Uplands of Tanzania

The phenology of two local peach genotypes was studied to verify whether peaches can be produced in the Tanzanian uplands. Observations were conducted on trees of one early- and one late-ripening peach genotype in 2010 and 2011. Temperature trends were reconstructed and three chilling estimation models were tested. The two peach genotypes differed for timing of flower and leaf bud-break. Common symptoms of insufficient chilling (presence of numerous stages at a specific date and about 20% of undeveloped flower buds) were observed in the late genotype. Fiscal Policy Responsiveness, Persistence and Discretion

This paper analyzes the different characteristics of fiscal policy using a two-step estimation procedure. First, we decompose both government spending and government revenue into three components: responsiveness, persistence and discretion. Second, we assess the determinants of these characteristics. Using data from 132 countries, our results show that fiscal policy is more persistent than responsive to economic conditions, which implies that the authorities may have less leeway in the short-run notably to curb spending behavior. Spreads of bonds issued by sub-sovereign European governments

[EN] This paper identifies the factors that affect the spread of fixed and variable type bonds in the primary and secondary markets issued by sub-sovereign European governments. The analyses of both markets will be done separately to compare whether the determinants in the primary market coincide with those in the secondary market. The analyses will examine the period between February 2008 and December 2013 using data panel estimations. The conclusions are that both markets are approximately identical behavior and the signs of the variables matched what was expected in nearly every case. ESTIMATING INCENTIVE AND WELFARE EFFECTS OF NONSTATIONARY UNEMPLOYMENT BENEFITS

The distribution of unemployment duration in our equilibrium matching model with spell-dependent unemployment benefits displays time-varying exit rates. Building on semi-Markov processes, we translate these rates into an expression for the aggregate unemployment rate. Structural estimation using German microdata allows us to discuss the effects of an unemployment benefit reform (Hartz IV). The reform reduced unemployment by less than 0.1 percentage points. Contrary to general beliefs, the net wage for most skill and regional groups increased. Taking the insurance effect of unemployment benefits into account, however, the reform is welfare reducing for 76% of workers.
