Ethnographic approach to participation in EU policy : developing polyspatial agency

This article uses an ethnographic approach to study citizens’ participation in the context of participatory practices organized in the framework of cultural policy of the European Union. It focuses on one EU policy action, European Heritage Label (EHL) and one cultural heritage site that has received this label. The research data was collected through participant observation and interviews with young people who participated in the activities organized on and by the site. This article asks: what meanings the participants give to participation. Intra-regional mobility of PhD students in the European Union : the outcomes of region-making policy?

This paper examines the flow of intra-European Union (EU) students for doctoral (PhD) studies to identify reasons for differences in international student mobility and migration (ISM) among member states. Rather than conceptualising intra-EU PhD student ISM only through push–pull forces, we theorise the intra-EU PhD ISM is associated with relative levels of national resources or levels of capital. We investigate the intra-EU PhD ISM through dyadic country pairings allowing the use of Gravity models to estimate the effect of variables associated with stocks of capital ascribed to a country to the change in the number of PhD students. Euroopan unionin ammatillisen koulutuksen kehittämiskeskuksen (Cedefop) johtama CareersNet -verkosto järjesti yhteistyössä Tšekkien EU-puheenjohtajuuden kanssa 18.-19. joulukuuta 2022 verkkokokouksen, jonka teemana oli jatkuvuus ja epäjatkuvuus elinikäisessä ohjauksessa ja ohjauksen toimintapolitiikassa. EU:n jäsenmaissa CareersNet -verkostoon kuuluu Cedefopin nimeämä asiantuntijataho, jonka tehtävänä on koota elinikäisen maakohtaisia perustietoja ohjauksen järjestelyistä yhteisesti sovitun jäsennyksen mukaisesti. The European Commission has recently identified cultural heritage as a focus area for EU cultural diplomacy. The article explores EU cultural diplomacy that deals with cultural heritage and develops the concept of heritage diplomacy based on a critical discourse analysis of interviews with EU officials and heritage practitioners working at sites awarded with the European Heritage Label. Venäjä hyökkäsi Ukrainaan tämän vuoden helmikuun 24. päivä. Tällöin ensimmäisistä maan sisäisesti kodeistaan paenneista ja maan rajojen ulkopuolelle pakoon lähteneistä ihmisistä muodostunut pakkomuuttoliike on kasvanut kaikkineen nyt yli kuuteen miljoonaan Ukrainan rajan ylittäneeseen pakolaiseen (UNHCR, tilanne 23.5.2022). Tämän teemanumeron taustalla on halumme ymmärtää paremmin Ukrainan sodan aiheuttamaa pakolaisuutta sekä toisaalta tarkastella sitä aikaisemman aiheeseen liittyvän tutkimustiedon pohjalta.
