Beyond early: Decision support for improved typhoon warning systems

International audience; Warnings can help prevent damage and harm if they are issued timely and provide information that help responders and population to adequately prepare for the disaster to come. Today, there are many indicator and sensor systems that are designed to reduce disaster risks, or issue early warnings. In this paper we analyze the different systems in the light of the initial decisions that need to be made in the response to sudden onset disasters. Celem artykułu jest zaprezentowanie istoty systemów wczesnego ostrzegania w zarządzaniu projektami w kontekście osiągania celów projektów. Potrzeba stosowania narzędzi wczesnego ostrzegania w zarządzaniu projektami ma uzasadnienie przede wszystkim w fakcie, że z reguły (pomijając zdarzenia nadzwyczajne) przedsiębiorstwa wykazują objawy sytuacji kryzysowych w realizacji podejmowanych projektów na długo przedtem zanim dojdzie do niepowodzenia projektu. Wczesne zidentyfikowanie sygnałów zbliżającego się kryzysu powinno być zatem jednym z podstawowych zadań w zarządzaniu projektami. The development and availability of X-band radar instruments occurred in the last years, provides the scientific community of an important tool for the study, the characterization and the operational usage of detailed precipitation information. The hydrology laboratory of the Department of Civil, Environmental, Aerospace Engineering, and Materials (DICAM) at the University of Palermo, has installed a X-band weather radar in the urban area of Palermo (Italy) along with a set of advanced auxiliary instruments that help on exploiting the precipitation information.
