Innovation policy mix in a multi-level context: The case of the Baltic Sea Region countries

2014

Innovation policies are no longer the responsibility of national-level governments alone, because regions and supra-national organizations also implement these policies. This paper aims to identify the character of the relations between different government levels which implement innovation policy in six Baltic Sea Region (BSR) countries (Sweden, Denmark, Finland, Latvia, Estonia and Lithuania). Expansion of innovation policy to different government levels may create a risk of overlapping between various initiatives, therefore a distribution of tasks and policy coordination is important. The theoretical background of the paper focuses on the concept of policy mix which emphasizes the role o…

The Importance of the Sustainability of the Romanian Convergence Process to the Euro Zone

2018

Abstract Since 2007, Romania has been under the under the glance of experts in the European Union, but also under the strict monitoring of the NBR and also under the pressure of citizens and investors' expectations about the moment of euro adoption. My research concerns have also been channeled to this point of maximum interest, impact and timeliness, which is why I have proposed through this paper to highlight a synthetic situation regarding the fulfillment of the convergence criteria from the moment of accession to the European Union, to the present. The objective of this paper is to reflect, in dynamics and correlation, the degree of fulfillment of the nominal and real convergence criter…

When mergers fail: a case study on the critical role of external stakeholders in merger initiatives

2015

ABSTRACTOne can, in principle, identify numerous arguments for mergers in higher education (HE), including efficiency, diversity, quality, and regional needs. This diversity can be explained by the growing societal interest in the sector, not least concerning the contributions from HE to society at large. However, research on merger processes has tended to prefer intra- and inter-institutional dynamics within the HE sector, paying less attention to the role of external stakeholders, and their view concerning the arguments for mergers. This paper argues that merger outcomes are heavily dependent on the role and actions taken by external stakeholders. Through the analysis of a failed merger a…

Academic capitalism and the informational fraction of the transnational capitalist class

2013

This article is based on the idea that if we are witnessing an on-going shift towards the transnational phase of capitalism, this objective structural change should also be taken into account in higher education studies. In this sense, this article reflects the increased scholarly attention into the relationship between globalisation and higher education since the 1990s. The main purpose of this article is to contribute to these discussions by developing dialogue between global capitalism theories and the theory of academic capitalism. In order to achieve this, William Robinson's concept of the transnational capitalist class (TCC) will be amended to include also the informational fraction. …

The institutional isomorphism in the context of organizational changes in higher education institutions

2019

This article deals with the institutional theory and isomorphism, from the processes of organizational change in higher education institutions. In a first phase, we analyze, through a questionnaire, the situations and causes of change in higher education institutions (HEI), more precisely in the field knowledge of Physical Education in Colombia. Afterwards, through a multiple case study, we analyze both the pressures of the environment that force HEI to change and the types of isomorphism. The results show the existence of the three types of isomorphism in a process of change where the National and Institutional governments exert coercive pressures. Other HEIs in similar situations exert mi…

Innovation and R&D spillover effects in Spanish regions: A spatial approach

2007

Abstract This paper analyses the spatial patterns of innovation, its regional interdependencies and evolution, as well as its role in determining local innovation in Spanish regions. Results indicate the suitability of a trade-based regional proximity when considering spatial spillovers in innovation. In this context, not only local capacity is relevant in determining domestic innovation, but also spatial innovation spillovers, which result mainly from efforts in both higher education and public administration. Moreover, a minimum level of regional development is required to improve the effectiveness of R&D policies. Therefore, it is necessary for R&D policies to act in combination with oth…

Food community networks as leverage for social embeddedness

2013

Social embeddedness, defined as the interaction of economic activities and social behavior, is used in this study as a conceptual tool to describe the growing phenomenon of food community networks (FCNs). The aim in this paper was to map the system of relations which the FCNs develop both inside and outside the network and, from the number of relations, it was inferred the influence of each FCN upon the formation of new socially embedded economic realities. A particular form of FCN was taken under consideration: solidarity purchase groups (SPGs). Performed with the aid of social network analysis on a sample of SPGs in Sicily (a region in southern Italy), the study allowed us to identify a r…

Cooperation ‐ the form of sustainable tourism industry in Latvia / Bendradarbiavimas – darnaus Latvijos turizmo forma

2008

This paper draws attention to building networking and partnership amongst the market players of tourism industry in Latvia. The authors define cooperation as a process, which manifests in all fields of business operations, e.g. it occurs when two or more parties (enterprises) have business objectives which are mutually dependent. There are many ways and forms of cooperation that are of choice for every entrepreneur – formal and informal, vertical and horizontal, centralised and decentralised and others; it is just needed to evaluate all the benefits and contributions when to choose to compete and when to cooperate. The effect of knowledge spillovers on productivity growth inequalities in Spanish regions

2004

We investigate the impact of local and foreign forms of knowledge spillover on productivity growth inequalities in Spanish regions. In each sector and region such inequalities will depend on the innovative capacity of the region and on local spillovers emanating from proximity to innovation producers and from the composition of economic activity in the region. Foreign spillovers will be mainly from trade with other regions or countries. Panel estimation results indicate that local sector human capital and specialisation patterns, public-R&D efforts—both local and from other regions—and international technological imports reduce these growth differentials. The regional level of developm…
