Can Fiscal Policy Stimulus Boost Economic Recovery?

2011

We assess the role played by fiscal policy in explaining the dynamics of asset markets. Using a panel of ten industrialized countries, we show that a positive fiscal shock has a negative impact in both stock and housing prices. However, while stock prices immediately adjust to the shock and the effect of fiscal policy is temporary, housing prices gradually and persistently fall. Consequently, the attempts of fiscal policy to mitigate stock price developments (e.g. via taxes on capital gains) may severely de-stabilize housing markets. The empirical findings also point to significant fiscal multiplier effects in the context of severe housing busts, which gives rise to the importance of the im…

I termini fiscalità di vantaggio, fiscalità compensativa o di sviluppo, vengono utilizzati spesso con una superficialità tale da essere percepiti quasi come una soluzione per lo sviluppo che rappresenti una via di fuga, [...] In realtà non è così.

Moving closer? Comparing regional adjustments to shocks in EMU and the United States

2020

Highlights • Interstate migration is the main adjustment channel to labor demand shocks for the US. • EMU countries adjust through changes in labor force participation and unemployment. • Price flexibility is more important as a shock absorber for EMU. • Risk-sharing mechanisms have been more effective in the US than in the EMU. • The strength of these channels has increased for EMU ad declined for the United States.

Assessing Spillover Effects of Spatial Policies with Semiparametric Zero-Inflated Models and Random Forests

2021

The aim of this work is to estimate the variation over time of the spatial spillover effects of a public policy that was devoted to boost rural development in France over the period 1993–2002. At a micro data level, it is often observed that the dependent variable, such as local employment in a municipality, does not vary along time, so that we face a kind of zero inflated phenomenon that cannot be dealt with a classical continuous response model or propensity score approaches. We consider two recent non parametric techniques that are able to deal with that estimation issue. The first approach consists in fitting two generalized additive models to estimate both the probability of no variati…

LA GOVERNANCE ECONOMICA DELL’U.E.: I VINCOLI COMUNITARI GRAVANTI SULLA DETERMINAZIONE DEI PRINCIPI DI COORDINAMENTO DELLA FINANZA PUBBLICA E SULLA AR…

2014

The purpose of this thesis is to study the European Union Economic governance system and, in particular, the analysis of the constraints imposed - by that system – on national budgetary policies. It seems particularly important, in fact, the interference between the (internal) process reform of the regulatory platform in economic and financial matters and budget - from the l. 42 and 196/2009 and with the subsequent implementing decrees of the so-called "Fiscal Federalism" - and the respect for the applicable European stability, understood as a premise (formal and substantial) to contribute to the "European Common Market" and codified also in the rules that govern the functioning of the Econ…

In-between sprawl and neo-rurality. Sparse settlements and the evolution of socio-demographic local context in a Mediterranean region
