International audience; L'objet de cet article est de présenter la difficulté résidant dans la quantification et l'évaluation des critères de professionnalité dans les établissements d'enseignement supérieur, et plus particulièrement des universités. Human Capital Quality and Economic Growth

07001 - Second version : September 2007; The estimation of the relationship between education and economic growth is marked by contradictions. These contradictions underline the lack of precision characterizing indicators of human capital. This paper constructs new indicators based on a pool of international surveys concerning pupil assessment. Thus, our new database, which includes 105 countries, makes it possible to confirm or not the positive relationship between education and growth. Taking into account the endogeneity of education, we measure a positive effect of qualitative indicators of human capital and the growth of countries between 1960 and 2000. Spatial Localization in Manufacturing: A Cross-Country Analysis

This paper employs a homogenous firms' database to investigate industry localiza- tion in European countries. More specifically, we compare, across industries and countries, the predictions of two of the most popular localization indices, i.e., the Ellison and Glaeser index (Ellison and Glaeser, 1997) and the Duranton and Over- man index (Duranton and Overman, 2005). We find that, independently from the index used, localization is a pervasive phenomenon in all countries studied, but the degree of localization is very uneven across industries in each country. EnglishThis work aims to study the effects of credit-market imperfection on the convergence of the cfa zone to the frontier growth rate. It focuses on the fact that a less efficient credit market is a constraint that prevents these countries to benefit from technology transfer and causes them to deviate from the frontier of growth. Health Insurance Reforms and Health Policies in Rural China

Since the early 2000s, the Chinese government has undertaken a series of reforms in the health sector. Among these, the three most important have been concerned with medical insurance, hospital administration, and pharmaceutical policies. The aims of these reforms were to extend health insurance coverage, to increase the activities and the efficiency of the health establishments, and to improve patient care. This article focuses on two components of these reforms: the development of health insurance in rural areas and the policy on essential medicines in conjunction with hospital reforms. La durée du travail, la norme et ses usages en 1848

Le decret du 2 mars 1848, qui reduit la duree du travail d’une heure, introduit une rupture majeure en instaurant pour la premiere fois une norme nationale fixant une duree maximale pour le travail des adultes. Cette decision souvent citee mais rarement etudiee suscita de multiples debats dans des arenes diverses, au Parlement, dans la presse comme dans les ateliers. L’objectif de cet article est de montrer comment cette decision prise dans le contexte d’effervescence revolutionnaire crea les conditions d’une irreversibilite de l’intervention de l’Etat dans le champ social.
