AbstractAfter two decades of public sector outsourcing, debates for reintegration of services back into the public sector have emerged. However, so far outsourcing remains prevalent and reintegration is sparsely utilised. An in-depth analysis of the reorganisation of public transport in a Norwegian county, Sor-Trondelag, provides three key reasons as to why there is an ‘outsourcing upside’. Does cooperation affect service delivery costs? Evidence from fire services in Norway

The objective of this study is to develop our understanding of how cooperation between local governments affects service delivery costs. The current study provides three contributions to the existing literature: (1) we assess the relation between inter-municipal cooperation and service delivery costs for fire services; (2) we evaluate whether different forms of cooperation affect costs differently; and (3) we analyse how the number of cooperation partners affects the cooperation–cost relation. Competition and horizontal integration in maritime freight transport

This paper develops a theoretical model for freight transport characterized by competition between means of transport (the road and maritime sectors), where modes are perceived as differentiated products. Competitive behavior is assumed in the road freight sector, and there are constant returns to scale. In contrast, the freight maritime sector is characterized by oligopolistic behavior, where shipping lines enjoy economies of scale. The question to be addressed here is that of the agglomeration/dispersion forces that are likely to account for the location of people and jobs in rural areas and the way they explain spatial patterns in rural areas depending on urban influence. Economic geography models may provide suitable tools with which to investigate the organization of rural areas.
