This article focuses on the question of how a shift from a narrow economic perspective to a wider sustainable wellbeing focus in regional development strategies and actions might change rural–urban relations. A brief review of relevant research and discourses about economic development models provides the foundation for the analysis. The review leads to the development of an analytical framework that puts the notion of sustainable wellbeing at its center. Do Exchange-Rate Regimes Matter for Monetary-Policy Autonomy? The Experiences of 11 Small, Open European Economies in the 1980s and 1990s

We investigate monetary-policy autonomy under different exchange-rate regimes in small, open European economies during the 1980s and 1990s. We find no systematic difference in the degree of nominal monetary-policy autonomy enjoyed by those countries that pursue flexible exchange-rate regimes as compared to those that have kept their exchange rates fixed. Our interpretation of the results is that over the medium and long term following an 'independent' target for monetary policy, which does not deviate much from the targets of those countries to which one is closely financially integrated, is as constraining as locking the exchange rate to some particular level.
THE INFLUENCE OF CONTRARIANS AND OPPORTUNISTS ON THE STABILITY OF A DEMOCRACY IN THE SZNAJD MODEL

Sznajd-Weron and Sznajd introduced a model investigating the democratic development in a closed community. This model is based on the USDF-principle ("united we stand, divided we fall"). However, it faces the problem that the system tends either to a dictatorship (i.e., 100% pro or 100% contra) or to a stalemate state (i.e., exactly 50% pro, 50% contra). Based on their model, I will show that a democratic system keeps alive due to the existence of both opportunists and persons in opposition.

Abstract ICT adoption in SMEs and the attraction of benefits from use of these technologies remains a key point in their development. For an enterprise to take part in the digital economy must have a defined basis for innovative adopting, meaning a premise for the development of ICT infrastructure. Given that firms are not a self-driven machinery, human capital is a major factor of influence in enterprise digitization. Considering this, in this paper will analyze the effects generated by human capital on the level of ICT adoption in SMEs in Romania.

Biochar amended soils and water systems: Investigation of physical and structural properties

There are significant regional differences in the perception of the problems posed by global warming, water/food availability and waste treatment recycling procedures. The study illustrates the effect of application of a biochar (BC) from forest biomass waste, at a selected application rate, on water retention, plant available water (PAW), and structural properties of differently standard textured soils, classified as loamy sand, loam and clay.
