It is generally agreed that the two main functions of universities are to transmit high level knowledge and to produce new knowledge. For centuries, these two functions were performed in a context in which only a small share of the relevant age cohort attended higher education institutions. After the Second World War, this context changed radically and higher education began to face more or less continuous growth. This has led to the situation that, in the developed economies, more than 40 per cent of the younger generation now attend third-level institutions (cf. Teichler, 2000).

Academic capitalism is currently a widely studied topic amongst higher education scholars, especially in the United States. This paper demonstrates that the theory of academic capitalism also provides a fruitful perspective for analysing the restructuring of Finnish higher education since the 1990s, although with reservations. It will be argued that many reforms in Finnish universities since the 1990s, and especially in the early 2000s, have integrated Finnish universities more tightly with the new knowledge-based economy. Foreign Direct Investment Spillovers: Evidence from the British Retail Sector

This paper discusses the impact of foreign-ownership presence on the productivity performance of British-owned domestic retailers. In particular, we analyse the existence of productivity spillovers, in the form of knowledge transfer, by using establishment-level data from the Annual Respondents Database over the period 1997–2003. The results confirm the presence of such spillovers and highlight their positive and significant impact on the productivity of domestic firms, although these spillovers are mostly confined to the region in which foreign subsidiaries locate. Does the composition of regional knowledge bases influence extra-regional collaboration for innovation?

There is a growing research interest in the relationship between the composition of regional knowledge bases and the extra-regional collaborative ties maintained by actors during their development work. To investigate this relationship, we use patent data to characterize European NUTS 3 regions by their (i) comparative technological specializations; and (ii) related technological variety. We find domestic, extra-regional collaboration to be negatively associated with regional technological specialization and related technological variety. At the same time, we find related technological variety to serve in support of international innovation collaboration.
