Abstract
 This article presents the Council of Europe’s educational policy, indicating its major milestones and characteristics when it comes to issues of cultural heritage. First it offers an analysis of the strategic documents (i.e. recommendation No. R (98) 5 of the committee of ministers to member states concerning heritage education and conventions, with emphasis on the Council of Europe Framework Convention on the Value of Cultural Heritage for Society (Faro Convention). The article is a comparative analysis of the policy and practice of professional learning communities (PLCs) in primary schools in England and Finland. The concept of PLC has become a globally fashionable one and has been explicitly advocated in policy documents in both countries. Drawing from a database of qualitative semi‐structured interviews with primary teachers, four key themes affecting their work and well‐being are identified: the primary school community; collaborative working; continuing professional development and trust and accountability. Finnish adult students’ perspectives on short-cycle study programmes : motives and evaluations

We investigated how students in Finland perceive short-cycle higher education programmes. In line with the European trend, Finland has piloted short-cycle study programmes in order to attract adult students into higher education. We found that the students were mainly satisfied with their studies, and that their orientations to studies and learning were extrinsic in nature. The strengths of the programme were perceived as related to the flexibility of the studies, the variety of teaching methods, and the extensive contents of the studies. The objective of this text is to proceed to an analysis of international classifications and their impact on two levels: a) their unexpected public success, and b) their decisive influence on higher education policy and strategy. We argue that defining quality assurance is crucial in order to legitimize choices about evaluation on a political and institutional level. In any case, it seems clear that rankings are a dubious construction but highly legitimized by the public and governments. In the concluding chapter, we draw together the main arguments and results of the research, highlighting the differences and similarities between the education policy documents produced by the European Union and the Council of Europe. We also provide suggestions for improving future education policies to better encompass the concerns about the lack of dialogue in a diversified but also polarized Europe.
