Designing education democratically through deliberative crowdsourcing : the case of the Finnish curriculum for basic education

In Finland, curriculum design is allegedly carried out through a deliberative process that involves various stakeholders, interest groups, experts and ordinary citizens. To facilitate participation in curriculum design, online crowdsourcing has been applied. The objective of this study is to explore to what extent the design process of the latest Finnish national curriculum for mathematics was open, democratic and deliberative. In this research the interest was to understand the discursive formation of educational equality in political texts concerning the national core curriculum in Finland in the beginning of 2010s. The research problem was to describe and analyze discourses of educational equality and to analyze who are portrayed as actors of educational equality. This article is intended to examine the role of creative education in the design of the national curriculum and the division of lesson hours during the period 2010-2014. During this process, pupils, private citizens and experts from different fields were given the opportunity to submit their contributions to the exercise. The article intends to examine whether the curriculum development exercise fulfilled the conditions for a wide democratic consultation process. In the present paper, we will present an approximate outlook of a few of the more relevant issues that determine, at the same time that reflect, the Spanish educative policies deployed from 1980 up to now. This scan of the last 25 years will allow us to see (even in a superficial and inevitably partial fashion) the tension and dialectic between tradition (noted for the persistence of outdated forms of conceiving and delivering education) and modernity (bearer of innovative trends, although not exempt from ambivalence and contradictions in its own development).
