Epistemic governance in local policy debates : The case of entitlement to early childhood education and care in Finland

In Finland, children below school age have enjoyed the right to attend subsidised full-time early childhood education and care (ECEC). However, the attendance rate in Finland is low in comparison to other Nordic countries. Furthermore, the entitlement was restricted to 20 h per week in 2016 unless the child’s parents work or study full-time or unless it is believed that the child will benefit from full-time ECEC. The debates concerning restrictions in ECEC entitlement in three municipal councils serve as the data for this study. This article explores paradoxes that emerge in the mentoring of highly-educated, female, foreign-born job-seekers in Finland. Theoretically, the study is linked to the growing body of research scrutinising the integration or discrimination of migrants in working life. It analyses cultural practices and ideas that are visible and affect the mentoring interaction. On a more practical level, the paper determines how the mentors and mentees experience the mentoring, and how intercultural mentoring could be improved in order to promote mentees’ employment. In Finland, the National Core Curriculum for Basic Education is supposed to ensure equal opportunity for enrollment to upper secondary education by defining the learning objectives for each school subject at the end of basic education. The first nine years of education in Finland are described locally as ‘basic education’. In accordance with the Nordic welfare model, the Finnish early childhood education and care (ECEC) system has traditionally been based on public provision and the idea of universalism. However, over the last twenty years the ECEC system has undergone market-oriented reforms. As a result, the share of private for-profit ECEC provision has grown significantly. Abstract Children’s autonomy is a cultural ideal in Finnish early childhood education and care (ECEC). In this article we examine autonomy in spatial terms. The theoretical background is developed by applying spatial sociology.
