Often terms and concepts are used in various ways and there is no uniform agreement on these concepts. Further, the relationship between GA, benefits and public value creation is unclear. A Practical Approach to EA Planning and Development: the EA Management Grid

Enterprise Architecture is gaining interest as a managerial tool for managing corporate ICT assets and their interplay. Our prior studies indicate that an ICT provider’s viewpoint on EA consulting, planning and development seems to be lacking in the proposed methodologies. Considering both literature and practical EA cases, we suggest an approach that supports restricted assignments in EA management. We present an EA Grid for the management of EA descriptions, requirements, constraints, as well as project tasks and deliverables, task preliminaries and dependencies in EA consulting and development. peerReviewed
Challenges of Government Enterprise Architecture Work – Stakeholders’ Views

At present, a vast transformation within government systems is executed towards electronic government. In some countries, this change is initiated as enterprise architecture work. This paper introduces results from an empirical study on different stakeholders' views on enterprise architecture development within Finnish state government. The data is gathered from 21 interviews accomplished during spring 2007 among participants of the Interoperability Programme of Finnish state administration. In this study, we suggest an enterprise architecture (EA) development process model suitable for EA projects limited in scope and time. Several EA process models have been put forward, which have in common the idea of comprehensive EA management and development that is generic, cyclic and ongoing in a user organization. Key Issues in EA-Implementation: Case Study of Two Finnish Government Agencies

Enterprise Architecture (EA) is getting more common also in public sector as a means to ensure ‘business’ and IT alignment. This study reports a follow-up and theme interviews of the key actors/informants in two EA projects in public administration offices during and half year after the projects were completed. The early experience shows that the process of establishing a government EA is a tedious and complicated process and this study considers the root causes. Three set of factors are found hindering EA’s potential to operate as a strategic alignment tool: lack of establishing proper EA governance, insufficient support for the development, and inadequate resources to do the former two.

Enterprise architecture (EA) is a systematic way of designing, planning, and implementing process and technology changes to address the complexity of information system (IS) landscapes. EA is operationalized when architecture visions move towards realization through concrete projects. Based on our research concerning enterprise architecture (EA) in the Finnish public sector, we discuss how EA concept and tool need to be developed to support government business ecosystem and organization design. Our research context indicates, beyond a federal government or a state one, that even a single municipality, like a city concern, can be perceived as an ecosystem of its sectoral domains, subsidiaries and such.
