The Promise and Perils of Urban Land Restitution in Latvia

2021

ABSTRACT∞ In this article we address the transitional justice policy of restitution in kind with a case study of urban land reform in Latvia. Contributing to scholarship on the challenge of property reforms after generations of dispossession, we examine the economic, social and political meanings of property restitution in this post-Soviet context. Using process-tracing techniques to examine the creation and implementation of Latvia’s policy in the aftermath of independence from the Soviet Union, we illustrate specific challenges of restitution in kind where property changed through the construction of new buildings occupied by tenants. Financial disputes between landowners and tenants map …

Early Warning Systems for Food Security in West Africa: Evolution, Achievements and Challenges

2010

In West Africa, early warning systems (EWSs) for food security have been widely recognized to have contributed, in the last 20 years, to an improved ability to deal with famine emergencies. Nevertheless, despite the advancements in understanding of the environmental and socio-economic dynamics and despite the improved technologies, tackling food security remains a difficult task for decision makers as demonstrated by local food crises in many countries of the region. African Monsoon Multidisciplinary Analysis, while improving the understanding of the monsoon system, allowed us to better orient research challenges to provide EWS with improved products, effectively meeting the needs of end-us…

Forms and Processes of Settlement Pressure on Natural Systems

2021

The process of urbanisation is considered one of the most significant anthropic alterations of the environmental framework, and the present study attempts to understand the spatial characteristics of urban growth and their impacts on envi- ronmental components in two metropolitan areas of Sicily. Such rapid and unplanned urbanisation in Sicily has increased during the last three decades causing severe pres- sure on various natural resources. In this situation, the level of fragmentation and isolation of natural areas risks becoming worse. The question assumes a particular relevance in those local territorial portions, such as some urban and periurban areas, presenting relevant conditions of…

Environmental and Forest Planning in Italy: Conflicts and Opportunities

2016

Abstract The necessity of a more sustainable use of lands and environmental resources in general, throughout specific programming and management tools at different scale levels is nowadays widely shared. Forests and woodlands are a key asset of the environment and the traditional and current landscapes. With regards to the state of art of forest planning and management tools in Italy, in this short paper, after a synthetic analysis of the tools currently adopted at different levels, some critical aspects of the relationships of forest planning instruments with other planning tools involved in environmental management (landscape plan, energy plans, basin plans) are investigated, enlightening…

Towards the European harmonisation of a Soil Cadastre inventory as a tool for environmental, social, economic, legal and taxation purposes

2020

The cadastral systems existing in EU Member States satisfy private and public needs but there is no common regulation describing the purposes, minimum requirements and functions of the Cadastre in each State. In order to satisfy the need for harmonisation of Cadastres at the EU level, the Spanish Government's Official Performance Programme of the Spanish Presidency of the EU Council supported, in the first semester of 2002, the initiative proposed by the Spanish General Directorate for the Cadastre to hold the "First Congress on Cadastre in the European Union" (15-17 May 2002). The main objective of this conference was to study the role of the Cadastre at EU level and the methods for the in…

Passive components for reducing environmental impacts of buildings:analysis of an experimental green roof

2020

The reduction of the environmental impacts related to the building sector is a matter of outmost importance concerning the sustainable utilization of resources related to human activities. Such sector is in fact responsible for about 40% of both release of pollutants in the atmosphere and energy consumption. When trying to reduce buildings’ environmental impacts, as well as to limit their energy consumption, building envelope passive systems can be used. Amongst these, green roofs have been gaining global attention due to their benefits in terms of resilience and sustainability, in order to mitigate the unfavourable urbanization effects. Research on the green roof has been indeed increasing…

Municipal Thematical and Territorial Indicator Systems for Sustainable Socio-Ecological Coastal Governance

2017

Abstract . There are recognized in Latvia the lack of locally based coastal socio-ecological research knowledge and its interpretation into municipal safety and development planning from one side as well as also only land-side oriented and separate sectorial development interests based coastal municipalities’ governance/planning practice from other side. Coastal governance practice development problems solution at the local level are to be seen at both ends of governance cycle – coastal situation evaluation (e.g. science) and policy design and implementation . Overall objective is to create, apply/test and use applicable interface system for integrated coastal science transfer into integrat…

Shifting to climate change aware cities to facilitate the city resilience implementation

2020

Abstract Climate change (CC) is one of the most urgent threats to modern societies, having direct and indirect consequences on the rapid growth of urban areas. Cities are attempting to both reduce their impact on the environment and build resilience to be able to face the irreversible effects of CC through plans and strategies. However, barriers, such as the fact that cities are complex systems and the uncertainty posed by CC have led to less engaged and committed city stakeholders, which have hampered the operationalisation of city resilience. In this context, developing city stakeholders awareness has been demonstrated to be an effective way to put an end to passive behaviour and help tra…

Connecting the public with soil to improve human health

2019

Despite the definite links between soil and human health, it is likely that most people do not think about soil when considering human health. There is a disconnect between most people in our modern society and soil, and when people notice soil it is often in a negative context. People care for things that matter to them, and creating a more positive public image of soil could improve human health by leading to better treatment and understanding of the soil resource. There are a number of concepts that may be able to connect people to the soil, including terroir, soil health and soil security. While terroir originally established a connection between those who appreciate wine and the soils …
