Legal Liability of Professional Engineers: The Case of a Fire at a Shopping Center

In this paper, the authors discuss the legal liabilities of the professional engineer as both the engineer of record of a project and the construction site manager. In particular, this paper analyzes the case of a fire at an end-user MV/LV substation of a shopping center in Italy, occurred a few years after maintenance works on the electrical installation. The professional engineer who had designed and overseen the construction of the substation was accused of criminal negligence. Student understanding of the laws that describe the flow of a fluid is often hampered by a defective knowledge of basic classical mechanics (kinematics, statics, dynamics, and conservation laws) and by wrong common-sense ideas about quantities related to fluids, such as velocity and pressure. The Pan-European Corridor V railway line connects Lisbon and Kiev and touches many European countries. The paper present focuses on the Turin-Lyon section where French and Italian authorities jointly work on this huge infrastructure project while applying different approaches.
