This article analyses the dynamics and performance of regional economic integration in the Southern African Development Community (SADC). It proposes an innovative theoretical approach to the analysis of regionalism that refers to cooperation theory and takes the impact of external actors explicitly into account. In this work the Author examines the legislative technique used by the European Parliament in the regulation 625 of 2017 which entrusts the instrument of delegation with the integration of important parts of the same and highlights how this technique removes the European legislator from the aim pursued rationalization and simplification of the global regulatory framework by integrating the rules relating to official controls, currently located in specific sectors, in a single regulatory framework relating to official controls.

Se la tutela della concorrenza ha una sicura dimensione europea – con le Autorità antitrust nazionali che operano all’interno di un network europeo, dialogando costantemente con la Commissione e applicano direttamente il diritto europeo – la frammentazione della regolazione secondo linee nazionali costituisce un grosso ostacolo allo sviluppo di quel mercato unico che, se pienamente realizzato, potrebbe essere uno dei principali modi per riprendere il sentiero della crescita economica.
