The article explores the question of "chance" in the European Union Law in the field of the admission of third States citizens and asylum seekers to the territory of the European Union. Le hasard fait son apparition dans le droit de l'Union européenne en matière de d'accès au territoire de l'Union pour les ressortissants des pays tiers, meme pour les demandeurs d'asile ou pour les personnes en besoin de protection. Dans ce contexte, le hasard perd les caractères habituels qui lui sont reconnus par les Etats membres de l'Union pour devenir un instrument de dissuasion au service de la priorité politique de reduire les mouvements migratoires.

Abstract In this paper we use advanced choice modelling techniques to analyse demand for freight transport in a context of modal choice. To this end, a stated preference (SP) survey was conducted in order to estimate freight shipper preferences for the main attributes that define the service offered by the different transport modes. From a methodological point of view, we focus on two critical issues in the construction of efficient choice experiments. Traditionally, the consumption of this cultivar has only been possible when the fruit is overripe and the texture is soft. Earnings conservatism: panel data evidence from the European Union and the United States

This paper focuses on earnings conservatism, and provides new evidence based on procedures that account for variability at the firm level, drawing a comparison between the European Union and the United States. A key finding is that the estimated responsiveness of earnings to bad news is substantially higher when unobserved firm-specific effects are modelled. Furthermore, it is shown that accounting has become more conservative not only in the U.S. but also in the EU when taken as a whole, and there is little evidence of marked differences in the asymmetric timeliness of earnings between the two.
