How the EU regional policy can shape urban change in Southern Europe: learning from different planning processes in Palermo

The article provides an interpretation of the role played by the EU regional policy in the process of urban change experienced in Palermo, the fifth Italian city by population and capital of one of the largest Europe’s less developed regions (Sicily). Through an analysis of various EU-funded planning initiatives implemented over the last two decades – from the Urban Community Initiative in the late nineties to the current Integrated Territorial Investments under the 2014–2020 urban agenda –, the work explores their effects from three main perspectives: urban regen- eration, local governance, and planning innovation.

Celem niniejszego tekstu jest analiza dyrektywy o transgranicznej mobilności pacjentów – jej zakresu, implementacji, funkcjonowaniu i percepcji, jak również jej potencjału w zakresie budowy paneuropejskiego rynku usług medycznych. Jej wpływ może sięgać daleko poza uregulowania prawne wspomagające pacjentów udających się za granicę w celu korzystania z usług medycznych. Potencjalnie może ona stanowić jeden z fundamentów przyszłej harmonizacji systemów opieki zdrowotnej w skali europejskiej.

International audience; Discursive approaches to Europe usually focus on elite discourses and target a narrow political understanding of Europe. Against the backdrop of rising Euroscepticism and the known elite-mass divide on issues of European identity, it seems important to shift the focus toward non-elite discourses on Europe. International audience; Across Europe, national professional football leagues have seen increasing numbers of players from other EU states, while the Champions League and the Europa League have become a focal point for many teams. This article seeks to investigate how far this Europeanisation on the organisational level of football is reflected in identities and discourses of fans. Understanding politics as a contingent and controversial activity, politicisation refers to those activities that create or make visible the political quality in the phenomena in question. Parliamentarisation is a distinct strategy of politicisation. In this chapter, parliament refers to a certain procedural and institutional ideal type of acting politically. The parliamentary way of politicising acting and thinking forms a Gedankenbild, a mental image. It is an ideal type that one-sidedly accentuates and intensifies the political way of thinking. The objective of the article is to analyse some fragment of the Swiss public discourse, in the fi eld of the European integration as seen from the political parties’ percpective. The analysis shows that there can be observed the phenoomenon of Europpeanisation – the party programs, manifestoes, and political argumentation is more and more saturated with the European Union problematic as well as it is more intense and more salient.
