Various barriers may prevent people from entering a market. Will they participate in the market despite their inexperience once the barriers fall? I exploit the socalled German reunification experiment in order to assess the impact of removed market barriers on participation rates: While East Germans were deprived of the possibility to participate in capitalist securities markets before 1989, the reunification of Germany offered access to those markets. We study the problem of minimizing the profile of a graph and develop a solution method by following the tenets of scatter search. Our procedure exploits the network structure of the problem and includes strategies that produce a computationally efficient and agile search. Among several mechanisms, our search includes path relinking as the basis for combining solutions to generate new ones. Because the purpose of multiobjective optimization methods is to optimize conflicting objectives simultaneously, they mainly focus on Pareto optimal solutions, where improvement with respect to some objective is only possible by allowing some other objective(s) to impair. Matrix Shuffle- Exchange Networks for Hard 2D Tasks

Convolutional neural networks have become the main tools for processing two-dimensional data. They work well for images, yet convolutions have a limited receptive field that prevents its applications to more complex 2D tasks. We propose a new neural model, called Matrix Shuffle-Exchange network, that can efficiently exploit long-range dependencies in 2D data and has comparable speed to a convolutional neural network. It is derived from Neural Shuffle-Exchange network and has O(log N) layers and O(N ^ 2 log N) total time and O(N^2) space complexity for processing a NxN data matrix.
