An array of 16 laser-pumped scalar Cs magnetometers was part of the neutron electric dipole moment (nEDM) experiment taking data at the Paul Scherrer Institute in 2015 and 2016. It was deployed to measure the gradients of the experiment's magnetic field and to monitor their temporal evolution. The originality of the array lies in its compact design, in which a single near-infrared diode laser drives all magnetometers that are located in a high-vacuum chamber, with a selection of the sensors mounted on a high-voltage electrode. In particular, the study’s empirical settings are the two innovative inter-organizational networks that connect knowledge actors financed through two EU Framework Programs: the 7th Framework Program (or FP7), and the 8th Framework Program, named HORIZON 2020 (or H2020). At present all world countries are seeking to attract the cheapest way of public resources needed to cover budget deficits. This paper aims to review the five alternatives for external funding of countries faced with insufficient public funds to the state budget. It focuses on the possibilities of financing with borrowed resources. The financing alternatives are presented from the perspective of Romania's access to them, with comparative references to other European Union member states. International funding alternatives are: loans from the International Monetary Fund, World Bank, European Commission, European Bank for Reconstruction and Development, European Investment Bank.

External sustainability in Spanish economy: bubbles and crises, 1970–2020

We address the issue of the sustainability Spain’s exter-nal debt, using data for the period 1970–2020. To detect episodes of potentially explosive behavior of the Spanish net foreign assets over GDP ratio and the current account balance over GDP ratio, as well as episodes of external adjustments over this long period, we employ a recursive unit root test approach. Our empirical analysis leads us to conclude that there is some evidence of bubbles in the ratio between Spanish net foreign assets and the GDP.
