Health system reforms and the needs of the ageing population : an analysis of recent policy paths and reform trends in Finland and Sweden

AbstractPopulation ageing with an increasing number of people experiencing complex health and social care needs challenges health systems. We explore whether andhow health system reforms and policy measures adopted during the past two decades in Finland and Sweden reflect and address the needs of the older people. We discuss health system characteristics that are important to meet the care needs of older people and analyse how health policy agendas have highlighted these aspects in Finland and Sweden. Abstract This introductory article opens the thematic issue Spaces of Upset in the Nordic Region. It introduces the contributions of the issue, outlines the concepts that unite them, and discusses the sociolinguistic area in which they are set: the Nordic region. Centering on Denmark, Finland and Sweden, the article offers an overview of some of the sociolinguistic, ideological and political characteristics of the region and the countries it comprises. The Nordic region is widely seen as a paradigm case of social stability, consensus and cohesion. This vision is, however, a mirage. Not only the combatant great powers but also smaller states witnessed a resurgence of constitutional disputes and competing ideological conceptualizations of revolution and reform, the will of the people, democracy, and parliamentarism. In Finnish cultural policy, power and responsibilities have been distributed to various regional government bodies and a distinct regional authority is lacking. This presents a notable difference to Sweden where the self-governing and politically elected assemblies at the regional level function as key regional cultural policy authorities. The articles in this special issue, entitled Reform and Revolution in Scandinavia, 1917–1919: Entangled Histories and Visions of the Future, deal with the political turmoil in Scandinavia in the late 1910s, accelerated by the First World War and the revolutions in Russia in February/March and October/November 1917 and eventually in Germany in the autumn of 1918. Their special focus is on the political debates about reform and revolution and the related visions of the future of political order and social structures in national contexts and across borders.
