Fiscal consolidation and financial reforms

We use data for a panel of 17 countries over the period 1980-2005 to investigate the impact of fiscal consolidation on the likelihood of financial reforms. We show that fiscal adjustments do not boost the implementation of financial reforms. However, tax-driven fiscal consolidation programs raise the likelihood of banking sector reforms. Moreover, we find that: (i) an increase in the degree of trade openness makes countries less likely to implement financial reforms; (ii) an increase in the interest rate spreads accelerates the path of financial reforms, especially, external capital account reforms; and (iii) an improvement in the quality of political institutions strongly enhances the prob…

Fundamental bounds on qubit reset

Qubit reset is a basic prerequisite for operating quantum devices, requiring the export of entropy. The fastest and most accurate way to reset a qubit is obtained by coupling the qubit to an ancilla on demand. Here, we derive fundamental bounds on qubit reset in terms of maximum fidelity and minimum time, assuming control over the qubit and no control over the ancilla. Using the Cartan decomposition of the Lie algebra of qubit plus two-level ancilla, we identify the types of interaction and controls for which the qubit can be purified. As advanced at the end of the previous chapter, the present one underscores the need to reassess Karl Marx’s contribution from the standpoint of pedagogy, in order for this field to come to terms with his sophisticated theory of the Erscheinungsformen or phenomenal forms. This analysis seems particularly pertinent in relation to the work of the early-Soviet scholar Lev Vygotsky, who allegedly deployed this concept in his own account of cognitive development in human beings. Contemporary media art has experienced very dynamic changes in the forms of its artistic expression, as well as in the perception of artworks by the audience and even art theoreticians. Questions about this new art form range from topics such as the unconventional nature of the elements constituting the artwork (program code, audience participation etc.), and the difficulties of displaying and preserving non-material art, to its proper place in the artistic landscape from the viewpoint of contemporary visual art. This paper aims to discuss the abovementioned questions through several case studies of various Latvian digital and contemporary media art areas.
