Risk Management Optimization for Sovereign Debt Restructuring

Abstract Debt restructuring is one of the policy tools available for resolving sovereign debt crises and, while unorthodox, it is not uncommon. We propose a scenario analysis for debt sustainability and integrate it with scenario optimization for risk management in restructuring sovereign debt. The scenario dynamics of debt-to-GDP ratio are used to define a tail risk measure, termed conditional Debt-at-Risk. A multi-period stochastic programming model minimizes the expected cost of debt financing subject to risk limits. Investigating the changes in extreme rainfall series recorded in an urbanised area

The aim of this study is to investigate and quantify changes in the rainfall regime of the metropolitan area of Palermo characterised by increasingly strong urbanisation. The rainfall data, considered in this study, were collected on a yearly basis from eight rain gauges within and outside the metropolitan area of Palermo, Sicily, Italy. A preliminary analysis made on the annual total rainfall depths showed a global reduction of total annual rainfall, with two different trends: more regular for the series observed in the rain gauges within the urbanised area and more variable for the series observed in the rain gauges outside the area. Entre théorie et pratique. Aristote et le strabisme de la techne

The Aristotelian reflection on the epistemological status of techne, and more specifically on the definition of rhetoric as a techne, can help us to rethink the very actual cleavage between theory and practice. A good techne, as the rhetoric has to be according to Aristotle, has not to choose between theory and practice, between the universal and the particular, but should be able to look simultaneously in both directions and to keep them together. We will try to show that may be worth to rediscover and to introduce the Aristotelian notion of techne into the contemporary epistemological and philosophical debate.

Evolución de episodios pluviométricos en la Demarcación Hidrográfica del Júcar (1989-2016): del recurso al riesgo

Este trabajo aborda la clasificación y evolución diacrónica de los episodios de lluvia (1989-2016) en ambientes mediterráneos, en la Demarcación Hidrográfica del Júcar. En base a datos del SAIH, y siguiendo criterios hidrológicos, se seleccionan 698 episodios, que se caracterizan con indicadores de precipitación acumulada, intensidad y persistencia. Mediante un análisis cluster se identifican tres tipologías (episodios de recurso limitado, de gran recurso a largo plazo y de riesgo) y se analiza su evolución temporal, estableciendo diferencias entre los episodios de interior y de litoral. [EN] Saturated soil hydraulic conductivity, K-s, data collected by ponding infiltrometer methods and usual experimental procedures could be unusable for interpreting field hydrological processes and particularly rainfall infiltration.
