The chapter offers an overview of the main features of executive politics in democratic Spain. Adopting a core executive approach, it focuses on the actors and the processes defining the interaction and the power relationship between the prime minister, the ministers, and the cabinet at the national level. The main argument discusses the ‘presidentialization’ thesis in Spain. Instead, it proposes a more complex dynamics based in the exchange of power resources among actors within the government. Compression of binary images based on covering

The paper describes a new technique to compress binary images based on an image covering algorithm. The idea is that binary images can be always covered by rectangles, univocally described by a vertex and two adjacent edges (L-shape). Some optimisations are necessary to consider degenerate configurations. The method has been tested on several images representing drawings and typed texts. The comparison with existing image file compression techniques shows a good performance of our approach. Further optimisations are under development.
Bezier curves approximation of triangularized surfaces using SVG

This paper presents a technique to convert surfaces, obtained through a Data Dependent Triangulation, in Bezier Curves by using a Scalable Vector Graphics File format. The method starts from a Data Dependent Triangulation, traces a map of the boundaries present into the triangulation, using the characteristics of the triangles, then the estimated barycenters are connected, and a final conversion of the resulting polylines in curves is performed. After the curves have been estimated and closed the final representation is obtained by sorting the surfaces in a decreasing order. The proposed techniques have been compared with other raster to vector conversions in terms of perceptual quality.
Three-domain image representation for personal photo album management

In this paper we present a novel approach for personal photo album management. Pictures are analyzed and described in three representation spaces, namely, faces, background and time of capture. Faces are automatically detected and rectified using a probabilistic feature extraction technique. Face representation is then produced by computing PCA (Principal Component Analysis). Backgrounds are represented with low-level visual features based on RGB histogram and Gabor filter bank. Software for simulating dichromatic perception of video streams

We have designed a configurable stand-alone Matlab-based software to simulate dichromatic perception of video streams. The algorithm used is an extension for video streams of the “corresponding pair algorithm” by Capilla and coworkers for simulation of dichromatic perception of images. The software allows the user to upload a video sequence and to process it using different dichromatic color vision models and viewing conditions. The output video may be generated in different spatial and temporal resolutions and file formats. A sensor-data-based denoising framework for hyperspectral images

Many denoising approaches extend image processing to a hyperspectral cube structure, but do not take into account a sensor model nor the format of the recording. We propose a denoising framework for hyperspectral images that uses sensor data to convert an acquisition to a representation facilitating the noise-estimation, namely the photon-corrected image. This photon corrected image format accounts for the most common noise contributions and is spatially proportional to spectral radiance values. We define a data exchange format for numerical values of Wilson coefficients of local operators parameterising low-energy effects of physics beyond the Standard Model. The format facilitates interfacing model-specific Wilson coefficient calculators, renormalisation group (RG) runners, and observable calculators.
