The Analysis of the Relationship between the Level of the Public Expenditure for Investments and de Degree of Development of the Society in Romania

2013

Abstract Public expenditure for development have a decisive role in Romania in the economic recovery of the country, in a first step, but at the same time taking into account the EU's objectives. Romania during 2000-2010 had the largest public investment expenditures across European countries as a share of GDP, and in 2011 was ranked second after Poland. But while the share of GDP allocated to public investment in Romania is above the average of EU countries, in the economy these expenditures have been seen too little. Looking at Lisbon Index score, which tracks the performance of member countries to achieve the objectives of the current Lisbon strategy, one can notice that Romania is on th…

The Role of Culture in Regional Development Work — Changes and Tensions

2015

A worldwide trend in the integration of culture into regional development strategies has been taking place since the 1990s. This is a trend in which towns and cities have adopted culture-led development strategies in the hope of strengthening their competitive position (Miles and Paddison, 2005: 833–839). In China culture has even been regarded as a significant resource in village development strategies (Oakes, 2006: 13–37). The Organization for Economic Cooperation and Development (OECD) report Culture and Local Development (2005) recommends the strengthening of communities’ cultural capital through education and work practice, as this is believed to have a beneficial effect on local and r…

Vulnerability, Freedom of Choice and Structural Global Injustices: The “Consent” to Exploitation of Migrant Women Workers

2019

This chapter analyzes the philosophical implications related to the “position of vulnerability” defined by the Directive 2011/36/EU on Preventing and Combating Trafficking in Human Beings and Protecting its Victims as “a situation in which the person concerned has no real or acceptable alternative but to submit to the abuse involved” (art. 2.2). In particular, the chapter focuses on the “choice” made by migrant women employed in care and domestic work and in the agricultural sector in Italy. The Italian labor market is marked by the exploitation of migrant women, especially women from Romania, due to social, economic and legal factors that will be considered from a gender perspective. Women…

How do educational reforms change the share of students in special education? Trends in special education in Finland

2019

Recent European and global trends in education have been to promote inclusive education and expand education, resulting in the increased provision of special education. In promoting inclusive education, recent special education reforms have also aimed to curtail the rise in identification rates for students in special education, for example, by focusing more on early support and discontinuing fiscal incentives to identify students with special educational needs. Using official special education statistics, we studied how Finland’s special education system reforms changed the share of students in special education. In addition, we examined variations in special education provisions among mu…

Local social services in disaster management: Is there a Nordic model?

2017

Abstract The Nordic states have extensive welfare systems in which the local social services are an important component. Despite a growing research on disaster resilience, we lack research examining in systematic way whether and how local social services in the Nordic countries contribute to resilience. Aiming to fill this gap, this article asks whether we can identify a common Nordic model of the role of local social services in disasters, or whether the countries have taken different paths. We use policy documents and legislation to examine the extent to which roles for local social services are embedded in the disaster management systems of the five Nordic countries. We analyze the insti…

The effects of competitiveness on trade balance: The case of Southern Europe

2016

AbstractAccording to conventional wisdom, “peripheral” Southern European members of the euro area (Greece, Italy, Portugal and Spain) suffer from a problem of competitiveness. Since their membership of the euro area renders devaluation impossible, adjustment should come through decreasing wages and prices in these countries, which, by improving the trade balance, should lead to a recovery of previous levels of employment and growth. In this paper, the authors estimate trade balance equations for the Southern European countries, both for total trade and for the trade performed with the European Union, taking three alternative measures of the real exchange rate, based on consumption price ind…
