Policy analysis in Africa has mainly focused on their evaluation. Now that several reforms are undertaken and that the progressive move toward democracy allows new actors to enter the political arena, it is useful to analyze how decisions on public issues are made. The dissertation examines the reform of the teacher recruitment policy in francophone Africa. The reform consisted in changing the teacher status in order to allow the government to pay a lower salary to new teachers. At the World Education Forum of Dakar in 2000, international aid institutions committed to massive financial aid to the educational systems in developing countries because these sectors' performed poorly during the 1990s. Von Thünen’s thought about land rent has often been oversimplified by modern economists: the aim of this paper is to analyse the properties of the original rent function of The Isolated State. We give a mathematical reformulation of Thünen’s reasoning and we show its richness, its curiosities and olso its limits. None of the Thünen’s rent functions is linear, and the original model is anable to assure that they are decreasing with distance to the center.

The first part is mainly devoted to the study of the theoretical positions of Gary Becker and Pierre Bourdieu, the main theme being the vision of education as a capital. The notions of human capital (Becker) and cultural capital (Bourdieu) are presented, compared and criticised, each one being replaced in its theoretical context. The second part is devoted to empirical analyses concerning the PhD. We first try to assess the monetary return on a PhD. Then we look for the reasons why people pursue study at doctoral level, knowing that the monetary return can not by himself explain this decision. The Returns to Education in Rwanda

05077; International audience; Based on data from the 1999–2001 Household Living Conditions Survey conducted by the Ministry of Finance and Economic Planning, we estimate wage equations for employees in Rwanda, treating the choice of employment sector as an endogenous process and making separate estimates for workers in the modern and traditional sectors of the economy. The results show that returns to education increase with the level of education, contrary to the pattern typically reported in the literature and that the returns to higher education is particularly high in Rwanda.
