Teacher shortages, teacher contracts and their effect on education in Africa

Given tight budgetary constraints, teachers are no longer employed in civil service positions, but on the basis of (fixed term) contracts typically implying considerably lower salaries and a sharply reduced amount of professional training. We analyse the effect of this change on educational quality in Niger, Togo and Mali, on the basis of very informative data, which are comparable across these countries. International audience; In 2015, no less than 15 per cent of young people aged 15-29 in France were Not in Employment, Education or Training (so-called "NEETs"). This young population is believed to be a homogeneously vulnerable group, risking detrimental long-term socioeconomic marginalization. Regional mobility of the French post secondary graduate students entering the labour market

With the innovations of the national statistical system, the study of the geographical mobility during the transition between school and employment is now possible. This article presents the various regional migratory situations at the end of the Nineties, and the main transformations that has occurred during the last fifteen years. Knowing better the labour migration patterns of new graduates allows us to characterize the various relations that exist between academic background and employment at the regional scale. It appears that there is not an obvious relation between the quality of the transition from school to the labour market and the various regional migratory situations.

The paper defines an extremist as an individual whose ideal point in the issue space is extreme in some dimension, and a "monomaniac" (no derogatory connotation) as an individual for whom one issue is given more weight, has greater "salience", than the others. This difference in salience is reflected in the spatial theory of voting by indifference curves taking the form of ellipses. Using this theoretical framework, it is showed that monomaniacs, even though they are not necessarily also extremists, can easily be induced by extremist politicians to form or support extremist coalitions. Ontology change management should ensure maintaining its consistency, so that its users can continue to cooperate and understand each other. This paper presents a meta-conceptual modeling approach for change modeling in the domain of applied ontology. This modeling approach makes use a mathematical structure to model ontologies and its changes in order to make possible the qualification of changes regarding its consistency.
