How can we explain this success? Italy’s prime minister, Mario Draghi, and his extensive prior experience and widespread respect was certainly a factor. The aim of the paper is to use international relations theories to explain the views of Polish elites in the field of foreign policy. The concept of political rationale in foreign policy, introduced by Fred Chernoff, is utilized to achieve this goal. The structure of the text is threefold. Teorētiskā bāze ietver izlūkdienestu izmantošanu ārpolitikā, atsevišķi apskatot Krievijas izlūkdienestu apdraudējumu Baltijas valstu drošības politikai un Baltijas valstu lomu Krievijas ārpolitikā. Empīrisko daļu veido Baltijas valstu drošības iestāžu un drošības politikas ekspertu vērtējums par Krievijas izlūkdienestu 2013. – 2019. gadā veiktajām darbībām Baltijas valstīs.
