In this paper we analyse the impact of the Fifth EU R&D Framework Programme (1998-2002) in the Spanish regions, considering the characteristics of the respective regional systems of innovation. The starting theoretical framework is the interactive pattern of technological change where the interaction among the different phases of innovation processes and between actors involved is emphasized. In crisis management, cooperation within the response network is seen as crucial. Usually, this network refers to authorities and nongovernmental organizations, such as the Red Cross. This paper aims to achieve an overall picture of the absorption rate of European funds in Romania for the 2007-2013 programming period and to propose a series of recommendations on the steps our country needs to follow in order to improve the process of accessing and implementation of structural instruments at national level. These recommendations focus on preventing obtaining a low rate of absorption of EU funds allocated to Romania in the multiannual financial framework 2014-2020 , thus preventing wastage prospects of economic and social modernization , that these funds offer.

Groundwater quality in coastal areas is frequently affected by seawater intrusion as a consequence of intensive water consumption. To achieve “good chemical status” of a groundwater body according to Water Framework Directive the effects of saline or other intrusions should not be observed. Groundwater pumping in former decades has caused a significant seawater intrusion into confined aquifer in Liepāja and has led to deterioration of relatively wide coastal area of the third largest city in Latvia.
