Interest in the measurement of economic freedom originates from two separate lines of inquiry. The first, firmly embedded in the tradition of normative economics, focuses on freedom measurement for enlarging the narrow evaluative bases of welfare economics. The second, rooted in the libertarian tradition, tries to construct objective empirical indices of the extent of economic freedom enjoyed by countries on a world-wide basis. The impact of information and communication technology (ICT), education and regulation on economic freedom in Islamic Middle Eastern countries

Our study investigated the impact of ICT expansion on economic freedom in the Middle East (Bahrain, Iran, Jordan, Kuwait, Lebanon, Oman, Qatar, Saudi Arabia, Syria, United Arab Emirates, and Yemen). Our empirical analysis used archival data from 1995 to 2005; it showed that ICT expansion in the Middle East has been effective both in bridging the digital divide and also in promoting economic freedom in a region that was vulnerable to political, social, and global conflict. Abstract In Burkina Faso, informal mining camps attract girls and women from rural areas because they offer a variety of income generating activities and access to urban consumer goods. Moreover, migration to the mines also allows for a different life-style and greater personal freedom. A free press is bad news for corruption

Abstract This paper tests the proposition that a free press may be a powerful control on corruption. We find evidence of a significant relationship between more press freedom and less corruption in a large cross-section of countries. This result is robust to specification and sample and the relationship is not sensitive to the choice of a particular measure of corruption or of press freedom. Furthermore we present evidence which suggests that the direction of causation runs from higher press freedom to lower corruption.
Quasi-markets Targets and the Evaluation of Nursing-home Funding in the Valencian Region

EnglishSpanish long term care is in danger, therefore we propose a change in the nursing home funding system. We use as an example the extremely complex nursing home financing system of Valencian Region. In this region, there are many funding mechanisms: two types of public subsidies, two different accessibility plans, a voucher scheme and a cash benefit approach related to residential service. We evaluate these methods through the quasi-market theory. We find that these approaches have negative impact on equity, efficiency and freedom of choice and we propose a new, homogeneous financing method for all nursing homes through voucher. Measuring freedom of choice: An alternative view of a recent literature

A recent literature has emerged in social choice theory which attributes intrinsic importance to freedom in the evaluation of states of affairs. The literature’s philosophical basis lies in Berlin’s notion of positive liberty. Accordingly, axiomatic measures of availability of choices are developed and the information they convey used for ranking states on the basis of the extent of liberty they offer to individuals. Is There Real Freedom of School Choice?: An Analysis from a Study in Chile1

Between 1981 and 1990, Chile began to implement an education reform based on school choice and a financing system through vouchers. In theory, the system ensures complete freedom of choice of school by families. This article attempts to identify the existence of factors that conditioned the enrollment process in different types of schools existing nowadays in the Chilean educational system, the largest quasi-market of Latin America. Results show a social stratification and separation by schools and indicate how geographical distance and social composition are the most critical factors for families when choosing a school.
