Mērķis ir pētīt un analizēt Latvijas konstitucionālajā tiesā par prettiesisku atzītu normu spēku laikā, bet uzdevumi: aplūkot tiesību normas un metodoloģiju, kas tiesai jāievēro šī jautājuma izlemšanā; konstatēt tiesiskā regulējuma (prakses) nepilnības un formulēt priekšlikumus to novēršanai.
