Transformation of the agricultural financial system in the age of globalisation
2017
The paper is an attempt to address the advantages and risks connected with the wave of financial globalisation, with a focus on its impact on financial policy in European agriculture. The aim of the paper is to identify the basic conditions of the functioning and change of the financial system of agriculture under the conditions of the globalisation of financial markets. Financial globalisation, also referred to as financial integration or openness, is understood as an increase in global ties and interdependences caused by capital flows. Potentially, globalisation can bring a lot of benefits, which are manifested in an acceleration of economic growth and decreased fluctuation in consumption…
Taiko bungu ansambļi Japānā un pasaulē
2016
Engagement in entrepreneurship after business failure. Do formal institutions and culture matter?
2023
AbstractDespite the extensive literature on the relationship between entrepreneurship and institutions, there is limited knowledge of the relationship between institutions and engagement after failure. This study compares the entrepreneurial engagement of entrepreneurs who have recently experienced failure and individuals without entrepreneurial experience, emphasizing the interaction of government policies and programmes (formal institutions) and individualistic/collectivist cultures (informal institutions) with business failure and its impact on entrepreneurial engagement. We test our hypotheses using multilevel analysis on a large cross-sectional sample that combines individual-level dat…
In-situ measurements of hemp-lime insulation materials for energy efficiency improvement
2018
Abstract Reduction of the CO2 emissions in the atmosphere is one of the goals set forth by the European Union, hence various directives have been adopted, such as the European directive 2012/27/EU on energy efficiency, i.e. ensuring from 2019 the construction of the near-zero energy buildings (nZEB). The construction segment plays a very important part in solving the current global problem of the greenhouse gas emissions and related processes of global warming, because in certain countries (i.e. in Latvia) it represents more than a half of the total energy consumption. Hence the necessity to elaborate means on how to boost the energy efficiency of the buildings meanwhile not rising pressure…

Permission from IEEE must be obtained for all other uses, in any current or future media, including reprinting/republishing this material for advertising or promotional purposes, creating new collective works, for resale or redistribution to servers or lists, or reuse of any copyrighted component of this work in other works. Spectrum cartography constructs maps of metrics such as channel gain or received signal power across a geographic area of interest using measurements of spatially distributed sensors. Applications of these maps include network planning, interference coordination, power con…
Intelligent eye
2010
This paper describes Intelligent Eye, a mobile phone interactive leisure guide that offers location-based multimedia information. The information offered is related to the user's position, so the main goal of this work is the development of an efficient system to detect where the user is pointing his/her camera at by means of a content-based image retrieval algorithm (CBIR). The CBIR procedure uses color histograms in the HS color space extracted from images, and employs Kullback-Leibler divergence as the similarity measure. Intelligent Eye can be used in a wide range of camera-equipped mobile phones; however, efficiency is improved if GPS data is available. In order to outperform other sys…
Using recursive Bayesian estimation for matching GPS measurements to imperfect road network data
2010
Map-matching refers to the process of projecting positioning measurements to a location on a digital road network map. It is an important element of intelligent transportation systems (ITS) focusing on driver assistance applications, on emergency and incident management, arterial and freeway management, and other applications. This paper addresses the problem of map-matching in the applications characterized by imperfect map quality and restricted computational resources - e.g. in the context of community-based ITS applications. Whereas a number of map-matching methods are available, often these methods rely on topological analysis, thereby making them sensitive to the map inaccuracies. In …
A learning model for the dual evolution of human social behaviors
2003
In this work we modelize, with an abstract mathematical model by computer simulation, the processes that have made to appear in the world a strong duality between orient and occident, by combining changes in conditions of initialization, natural system and the opposition gregarious/individualism of the social behaviors. Finally we present a statistical study of the influence of the repression adaptability, resignation and recycling on the ecological destruction and social evolution. This model can help us to analyze if the current capitalist globalization can be stopped, changed or regulated, and if it is possible to overcome it towards a Free Scientific Society.
Public Governance Principles in General Education School Management of Latvia
2015
In contemporary world the effect of globalisation and information technologies cause transformational processes of states` public management that promote the application of new managament approaches and principles in public institution management. The changes in the public managament have effected and still effects processes of management also in education. The increase of school autonomy, a stronger focus on the process of education and its results created the need to expand the application of contemporary public management principles also in the managament of education institutions. The main goal of the report is to analyze the principles of public management and their implementation in th…
Remote Sensing Geometric Corrections
2016
This article reviews the different aspects of geometrical processing of remote sensing data, discussing error sources and methods to determine the transformation from the image acquisition geometry to the output cartographic product. Resampling methods are discussed to transform the input image to the output geometry. Several practical examples of remote sensing platforms are discussed, including satellite cases and airborne sensors. Validation of the resulting geometrical processed products is also discussed. Spatial mosaicking techniques and multitemporal composites used to produce multisource integrated products and advanced applications are finally considered, keeping a perspective on t…
