Making the case for policy : persuasiveness in higher education, science and technology policy discourse

Policy texts present problems, propose solutions to those problems and persuade multiple audiences of the legitimacy of the proposed problems and solutions. The rhetorical analysis of two decades of higher education and science and technology discourse in Finland, Germany, UK, Portugal and USA highlights the discursive elements that contribute to persuasiveness of policy, construe it as rational and logical, and create a sense of urgency in bringing it about. Invisible streams : Process-thinking in Arendt

For Hannah Arendt, some of the most distinctive features of the modern age derived from the adoption of a process-imaginary in science, history, and administration. This article examines Arendt’s work, identifying what it calls the ‘process-frame’ in her criticism of imperialism, economy, and the biologization of politics. It discusses an interpretation in which ‘natality’ presents a completely alternative mode of temporality, a resistance to the process-frame. L'espace de liberté comme mesure synthétique du développement territorial durable

By discussing the concept of development itself, authors propose two synthetic indexes relying on estimation of potential: Development Space Value and Development Space Creation Under the weak hypothesis that any successful development improves future possibilities, changes in potential are a good development measure. In their path, authors show how development space is tied with freedom: a shrink in it results mechanically in indexes fall. So, "sustainable" and "economic" become two sides of same piece rather than enemies. Reliable in simulations, the approach is to be tested in real conditions, to verify full data availability and to secure calculating methods.

In questo articolo rispondo alle critiche e ai commenti alla mia ricostruzione della concezione del potere di Michel Foucault proposti da Bruno Celano, José Juan Moreso, Marco Segatti, Alessandro Spena. Mi concentro in particolare sui seguenti aspetti: la connessione fra la nozione foucaultiana di potere e il conflitto; la distinzione fra potere disciplinare, potere governamentale, e potere normativo; la concezione foucaultiana della libertà come autorialità; ciò che Foucault può suggerire riguardo ad alcune “macchie cieche” della teoria del diritto contemporanea.

When Investment in Basic Skills Gives Negative Returns

In recent years, the Norwegian government has invested heavily in improving basic skills in the adult population. Initiatives have included legislation, the introduction of work-based adult education programs, and reforms in schooling. In light of this investment, we explore trends in adult literacy and numeracy, by comparing data from two international surveys of adult skills, conducted in 2003 and 2012. Paradoxically, the proportion of low-performing adults appears to have increased, most significantly in the 16- to 24-year age group and in the foreign-born population. The Effects of the Value-Added Tax on Revenue and Inequality

This paper examines the impact of the introduction of the value-added tax on inequality and government revenues using newly released macro data. We present both conventional country fixed effect regressions and instrumental variable analyses, where VAT adoption is instrumented using the previous values of neighbouring countries’ VAT systems as an instrument. The results reveal – in contrast to earlier work – that the revenue consequences of the VAT have not been positive. The results indicate that income-based inequality has increased due to the VAT adoption, whereas consumption inequality has remained unaffected. Peer reviewed

Comparative histological and immunohistochemical study of ameloblastomas and ameloblastic carcinomas

Background This study aimed to compare the histological and immunohistochemical characteristics of ameloblastomas (AM) and ameloblastic carcinomas (AC). Material and Methods Fifteen cases of AM and 9 AC were submitted to hematoxilin and eosin (H&E) and immunohistochemical analysis with the following antibodies: cytokeratins 5,7,8,14 and 19, Ki-67, p53, p63 and the cellular adhesion molecules CD138 (Syndecan-1), E-cadherin and β-catenin. The mean score of the expression of Ki-67 and p53 labelling index (LIs) were compared between the groups using the t test. A value of p<0.05 was considered to be statistically significant. The Promise and Deception of Participation in Welfare Services for Unemployed Young People

This study examined the role of welfare services in the participative citizenship of young people under 30 years of age outside the labour market. Thematic content analysis of the government’s white papers regarding participation policies, as well as participatory action research projects in two Finnish towns, were used to identify factors that enable or hinder participation for this group of service users.
