Transfer of powers and reallocation of the social capital available to junior governments

The article starts from the assumption that the production of junior governments in sub-central jurisdictions such as the department of the region is related both to the powers or resources that they receive from the central government and to the social capital which is available to them. A model is proposed in which both elements are considered as factors o f production. The second being able to move only slowly across levels of jurisdiction, the central government is itself unable to transfer rapidly powers or resources from one level to another without running the risk of an efficiency loss of the whole which it would find unacceptable in terms of electoral support.

The paper deals with the new course of the Feed-in Tariffs mechanism for photovoltaic systems that will start from January 1, 2011 in Italy with the actuation of the Government Decree DM 06/08/2010. After a short introduction on Feed-in Tariffs and Net-metering in Italy, the paper focuses the attention on an economical comparison between the incentives established by the Government Decree DM 19/02/07, ended on December 31, 2010 and those introduced by the DM 06/08/2010. Our study seeks to explain this situation. Using an interpretive case study conducted in Eastern Indonesia and framed within the concepts of information system (IS) artefacts, we find that tensions within and between information, technology, and social artefacts help to explain the sub-optimal LIS impacts. This paper explores how discretionary fiscal policies on the revenue side of the government budget have reacted to economic fluctuations in European Union countries. For this purpose, it uses data on legislated revenue changes and structural indicators provided twice per year by National Central Banks of European Union countries in the ESCB framework for analysing fiscal policy. The article analyses the relationship between citizens’ trust in local government institutions and participation in local governance.
