In general, developing countries are lagging behind in e-government adoption compared to developed countries. Within Indonesia, there is a huge disparity in e- government implementation between districts. This study presents e-government challenges and the role of political leadership in the rural district of Sragen, one of the leading districts in implementing e-government in the country. The study focuses on the supply-side of e- government, and categorises the challenges in three main areas; management, infrastructure, and human factors. Initiatives taken to deal with these challenges are presented and strong political leadership is found to play an important role.

Decentralization, the State and Conflicts over Local Boundaries in Northern Ghana

Decentralization projects, such as that initiated by the Rawlings government in Ghana at the end of the 1980s, create a political space in which the relations between local political communities and the state are re-negotiated. In many cases, the devolution of power intensifies special-interest politics and political mobilization aiming at securing a ‘larger share of the national cake’, that is, more state funds, infrastructure and posts for the locality. The Media and Public Agendas: Testing for Media Effects in Argentina During 2003-2008

In this paper we examine the presence of agenda-setting effects by the print media in Argentina from June 2003 to December 2008. Using previously unavailable monthly data on newspapers mentions we test two hypotheses about the relationship between the different agendas. We find support for the hypothesis that there were media effects during our period of analyisis. More specifically, we find that the total number of newspaper mentions of the President positively influenced public confidence in the government. Finally, there is also evidence of a strong and stable relationship between the total number of economic news and leading economic indicators.

Representation is one essential dimension of executive governance. This article has a dual ambition: The first is to outline an institutional perspective on representation that may explore and explain the everyday balancing act of representation among government officials. The second ambition is to empirically illuminate dynamics of representation among crucial test-bed inside the European Commission, that of temporary officials. Temporary Commission officials offer a valuable laboratory for exploring the fine balancing act of representation.
