Public choice of urban water service management: a multi-criteria approach

Local policy makers in developed countries have to make decisions in increasingly complex scenarios. Consequently, they should use all the tools available when deciding which management option is the most suitable for urban water service, given how important that service is and the variety of criteria involved in making such a decision. This article employs ‘analytic hierarchy process’ techniques to perform an ex post analysis of the decision to transfer the management of the urban water service in Granada (in southern Spain) to a public-private partnership. Conclusions – The Institutional and Organisational Layers of Finnish Higher Education

The concluding chapter of the book discusses contemporary Finnish universities from the perspective of historical layers, which have accumulated over time and have laid the foundation on which new ideas, processes, and structures have been built and which they have also sought to challenge. According to the author, multiple historical layers can be found in teaching, research, and institutional decision-making and administration. He shows how in academic contexts, different historical layers easily support each other, whereas in organisational decision-making, management, and administration, different mentalities, practices, processes, and goals often lead to tensions.

Drosophila Enhancer of Zeste/ESC Complexes Have a Histone H3 Methyltransferase Activity that Marks Chromosomal Polycomb Sites

AbstractEnhancer of Zeste is a Polycomb Group protein essential for the establishment and maintenance of repression of homeotic and other genes. In the early embryo it is found in a complex that includes ESC and is recruited to Polycomb Response Elements. We show that this complex contains a methyltransferase activity that methylates lysine 9 and lysine 27 of histone H3, but the activity is lost when the E(Z) SET domain is mutated. The lysine 9 position is trimethylated and this mark is closely associated with Polycomb binding sites on polytene chromosomes but is also found in centric heterochromatin, chromosome 4, and telomeric sites. Is large-scale rapid CoV-2 testing a substitute for lockdowns?

Background Various forms of contact restrictions have been adopted in response to the Covid-19 pandemic. Around February 2021, rapid testing appeared as a new policy instrument. Some claim it may serve as a substitute for contact restrictions. We study the strength of this argument by evaluating the effects of a unique policy experiment: In March and April 2021, the city of Tübingen set up a testing scheme while relaxing contact restrictions. Methods We compare case rates in Tübingen county to an appropriately identified control unit. We employ the synthetic control method. Els testimonis que foren presentats per aclarir els fets permeten obtenir una informació molt valuosa, i en part inèdita, del que fou la pràctica d’aquesta art venatòria en el context de les illes Balears, i per extensió en l’Occident europeu. This article analyzes a situation when the war was actually over and society began to recover. The government faced a severe challenge after the war. These serious problems will be analyzed in the light of the Great Northern War (1700–1721). The plans of the central government to stabilize society will be analyzed, as will the different kinds of planning activities undertaken by the authorities. The critical nature of the situation led the government to concentrate solely on short‐term planning. The government had no proper strategies; there were just a couple of exceptions to this rule.
