From Rhetoric to Practice: The Case of Spanish Local Government Reforms

This paper aims to explore what performance management tools are implemented in practice in Spanish local governments and whether they have led to an improvement in public management and accountability. We also analyse the usefulness of performance reporting, comparing it with that of accrual financial reporting. The results show that most of the entities that have introduced performance indicators do not use them for decision-making or accountability. After two decades of reforms in financial and management systems, financial directors still consider that budgetary reporting is the most useful, basically because the control of expenditure is still based on the budget.

Resonant dynamics plays a significant role in the past evolution and current state of our outer Solar System. The population ratios and spatial distribution of Neptune's resonant populations are direct clues to understanding the history of our planetary system. Inconsistencies in four-dimensional Einstein-Gauss-Bonnet gravity

We attempt to clarify several aspects concerning the recently presented four-dimensional Einstein-Gauss-Bonnet gravity. We argue that the limiting procedure outlined in [Phys. Rev. Lett. 124, 081301 (2020)] generally involves ill-defined terms in the four dimensional field equations. Potential ways to circumvent this issue are discussed, alongside remarks regarding specific solutions of the theory. We prove that, although linear perturbations are well behaved around maximally symmetric backgrounds, the equations for second-order perturbations are ill-defined even around a Minkowskian background. Viability of Strongly Coupled Scenarios with a Light Higgs-like Boson

We present a one-loop calculation of the oblique S and T parameters within strongly coupled models of electroweak symmetry breaking with a light Higgs-like boson. We use a general effective Lagrangian, implementing the chiral symmetry breaking SU(2)(L) circle times SU(2)(R) -> SU(2)(L+R) with Goldstone bosons, gauge bosons, the Higgs-like scalar, and one multiplet of vector and axial-vector massive resonance states. Using a dispersive representation and imposing a proper ultraviolet behavior, we obtain S and T at the next-to-leading order in terms of a few resonance parameters.
