FACES OF AUTOCRACY IN CZECH LITERARY DYSTOPIASThe paper deals with the phenomenon of dystopia in Czech literature before 1989. The main aim of the article is to present some similiar views on totalitarian power and its influence on the individual in Czech novels and short stories: Datum narození nula by Ludmila Freiová, Poselství pro Agla Mathona by Ondřej Neff, Utopie, nejlepší verze by Ivan Kmínek and Maso by Martin Harníček. The purpose of the paper was also to show how in the authors’ visions of autocratic states, administration is taking control over ordinary people and what kind of tools it uses to manipulate them: terror, self-censorship or various addictions.

It is widely accepted that a framework is necessary to regulate advertising activities. Advertising has a responsibility within our economic system, to provide information on new and existing products and services. Economic health of both buyers and competitors is affected if the advertising system is injected with false or misleading claims. Thus, Government and self-regulation associations should create a set of rules which define and control the behaviour of the advertising companies. Taking into account the power attributed to advertising for influencing consumer behaviour, some of those mentioned rules are established to protect the audience.

How Much Power to Tax do Regional Governments Enjoy in Spain Since the 1996 and 2001 Reforms?

From 1979 to 1983, a new intermediate level of government was created in Spain. This article focuses on the financial aspects of political decentralization in Spain. How much power to tax do the new regional parliaments and executives enjoy? What other sources of income do they dispose of? Which rules have been settled for regulating their tax and non-tax sources of income? Has fiscal decentralization affected fiscal discipline? Are these governments now financially autonomous? These are the questions addressed. The article shows that, with the exception of the Basque Country and Navarre, regional governments were financed mainly through intergovernmental grants during the 1980s and 1990s. …

A central political goal of Juha Sipilä’s government was to implement comprehensive reform concerning health and social services. In this article we study how leaders of change, whose task it was to prepare and implement the reform together with regional institutions, experienced the political process aimed to prepare and implement the reform. Key theoretical concepts discussed herein are different models of democracy, dialogue and trust. Our empirical data consists of 17 interviews with the leaders of change. This chapter focuses on the debates revolving around President Donald Trump’s “America First”-policy from the perspectives of the main actors engaged in discussions on US foreign policy: the president and the administration, Congress, public and expert opinion, and media. We uncover three overlapping crisis narratives present in the debates: crisis of Western values, crisis of the liberal international order, and crisis of US leadership and analyze how the idea and concept of the West is utilized in these narratives. The paper is an attempt to analyze the marketing activities of selected candidates running for office in the local authorities of the Opolskie Region in 2010. A large proportion of these candidates implemented the Machiavellian principle that the end justifies the means, and they tried to win power, almost trampling over corpses, using all available methods to succeed. Adopting a core executive approach, it focuses on the actors and the processes defining the interaction and the power relationship between the prime minister, the ministers, and the cabinet at the national level.
