Serological surveys, which acquired considerable importance in the mid twentieth century, are still a key tool to address infectious diseases. This article, using archival and printed sources from the WHO and the medical and general press, analyses the role of doctors and scientists, government, and the WHO in the implementation of serological surveys to evaluate the situation of poliomyelitis, measles and rubella in Spain and to set up a plan of action against them. This chapter examines the efforts of successive Philippine governments to implement a policy of regional planning for a more balanced development of the country. Local State-Society Relations in Latvia

The Latvian case of local state-society relations includes an analysis of local action groups, public councils, and advisory councils. Concerning these networks, the intensity and dynamics of interaction between the local state and society in Latvia and the locally induced variation between cities and rural areas are explored. The autonomy, the coherence, and the relevance of the analyzed networks are medium and high, and they are labeled accordingly as consociational or collaborative.

Spanish electoral archive. SEA database

This paper introduces the SEA database (acronym for Spanish Electoral Archive). SEA brings together the most complete public repository available to date on Spanish election outcomes. SEA holds all the results recorded from the electoral processes of General (1979–2019), Regional (1989–2021), Local (1979–2019) and European Parliamentary (1987–2019) elections held in Spain since the restoration of democracy in the late 70 s, in addition to other data sets with electoral content. The data are offered for free and is presented in a homogeneous and friendly format. Government Size, the Role of Commitments*

We explore the hypothesis that long-term commitments affect the dynamics of government expenditure. With the aid of a simple median-voter model we interpret the pattern of increasing-then-constant tax rates observed in OECD countries in the second half of the last century: persistence of public expenditure and a lower bound on new interventions will push government size upward, and preferences of the electorate put a halt to this growth at some point. In this view, the fiscal policy variable is seen to consist of only a part of the total expenditure, the rest being predetermined by its past level.

Structure and evolution of a European Parliament via a network and correlation analysis

We present a study of the network of relationships among elected members of the Finnish parliament, based on a quantitative analysis of initiative co-signatures, and its evolution over 16 years. To understand the structure of the parliament, we constructed a statistically validated network of members, based on the similarity between the patterns of initiatives they signed. We looked for communities within the network and characterized them in terms of members' attributes, such as electoral district and party. How Does the Public Spending Affect Technical Efficiency? Some Evidence from 15 European Countries

The relationship between government size and economic growth has been widely debated. Departing from this issue, we provide an empirical analysis of the impact of government size on technical efficiency. The aim of this paper is to estimate by using a True Random Effect model the impact of public sector’s size and of public expenditure components on 15 European countries’ technical efficiency from 1996 to 2011. Using the total public expenditure as a proxy for the government size we estimate simultaneously national optimal production function and technical efficiency model by controlling for income distribution and institutional quality.
