On Sustainable Management in Local Governance of Water: a Prospective Localized Study

In the face of the changes in the planet's natural resources and of their unequal distribution, it is becoming more urgent that contemporary societies oversee environmental assets in a global manner. Although international directives, when they are transposed into national laws, may set specific objectives, meeting them at the local level is as yet an uneven enterprise. Nevertheless we hope to demonstrate, using a case-study involving local tensions over water resources, that public management of the crisis may be developed that effectively involves the civic society, by using the incentives and enforcement tools of central government and of local institutions.

Towards automatic assessment of government web sites

This paper presents an approach for automatic assessment of web sites in large scale e-Government surveys. The approach aims at supplementing and to some extent replacing human evaluation which is typically the core part of these surveys.The heart of the solution is a colony inspired algorithm, called the lost sheep, which automatically locates targeted governmental material online. Pharmaciens et coordination des soins primaires en France : quels enjeux ?

Multi-professional coordination is a strong axis of the reorganization of primary care in France. While this coordination concerns a priori all health professionals, some of them actually are still marginally involved. This article examines the challenges of integrating pharmacists into primary care in France. On the one hand, it is based on an analysis of experiments carried out in other health systems, and on their evaluations. On the other hand, it develops an initial reflection on the levers and obstacles that could explain in France, the poor integration of pharmacists but also on the challenges of a stronger presence of these professionals in the coordination of primary care.
