Timely allocation and distribution of COVID-19 vaccines on a large scale is a highly complex, dynamic, and context-specific task. The focus of this research on optimizing vaccine allocation is on the downstream part of a COVID-19 vaccine supply chain. Previous research on vaccine supply chains and pandemic supply chains has not fully incorporated the multitude of factors and underlying constraints affecting a vaccine supply chain which can be optimized to mitigate the risk of infection. Ethically ethnic: the ethno-culturalization of the moral conduct of the Sámi and the Roma in the governance in Finland between the 1850s and 1930s

Although there was not a focused administration on ethnic minorities in Finland until the last decades of the 20th century, there was variety of rationalities, techniques and practices of governance used for their conduct. In this article I analyze how the governance of the Roma and the Sámi – two biggest minorities at the time – changed after mid-1800s, when the new understanding, the ethno-cultural one, on population diffused among administration and governing bodies. This Foucauldian analysis concentrates on the descent of this ‘event’, the social and political conditions of its mergence, and the actual changes it meant in the governance of these minorities. peerReviewed

Local vs. National Environmental Spending: A Stochastic Frontier Analysis

This work studies the impact of public environmental spending in a fiscal federalist framework. The main question is studying when the centralization of this public economic function is welfare improving. Applying the Stochastic Frontier Approach (SFA) on Italian, Portuguese and Slovakian data, the paper tries to test this issue. Our results highlight the superiority of centralized environmental spending with respect to the decentralization of this particular public good.

Extracurricular activities are currently included in Finnish school legislation, but their organization is fragmented. History: Club activities at school led by teachers have been arranged since 1947 on extra pay, but their amount and content have depended on available funding and often on teachers’ willingness to lead club activities. Schools have also had a possibility to use cultural or sport operators. However, system has preferred teacher-led club activities. This paper examines the nature of evidence-based policy and explains how the ethic can be applied to improve the position of the firm in the mixed economy. Government participates in the mixed economy in several imposing ways. Indeed, government is very much the ‘elephant in the marketplace’ to be understood and effectively managed by the firm.
